As part of the transformation of public health, a rather important change is now being prepared. After little more than three years of operation, the Institute of Health for Well-being (INSABI) comes to an end and now the population without social security will be attended by the IMSS Wellness. The modification has raised doubts about the correctness or not of this decision.
From Popular Insurance to INSABI to IMSS Well-being
In that sense, INSABI was one of the star projects of the current administration. It arose to replace Seguro Popular, although it never achieved its objective. Even some doctors have accused that now the situation is worse than in the past.
Regarding this new change, the head of the Ministry of Health (SSa), Jorge Alcocer Varela, made a very important clarification. He stressed that in the Health System for Well-being through which he will operate, fees for medical care for the population without social security are prohibited.
He stressed that, with this transformation, in 2024 the IMSS Well-being will be the central axis of the system that guarantees the right to health established in article 4 of the Constitution. It will not be conditioned for any reason and will ensure the needs of historically discriminated groups.
He recalled that on May 29, the Official Gazette of the Federation (DOF) published the Decree by which various provisions of the General Health Law are amended, added and repealed to regulate the Health System for Well-being, which establishes the free provision of health services, medicines and supplies.
The decree states that the Health Fund for Well-being (Fonsabi) It is operated by the IMSS Bienestar. It establishes the register of beneficiary persons and eliminates the obligation of the federal entities to establish decentralized public organizations.

He specified that it is based on Health Care Model MAS-Well-being, founded on primary care, which puts individuals, families and communities at the center, through the protection and promotion of health, prevention, diagnosis, treatment, rehabilitation and palliative care.
The Secretary of Health explained that MAS-Bienestar is a comprehensive and joint care scheme to provide services universally, with opportunity and quality, individually or collectively and with the participation of the community for the well-being of people.
He recalled that in 2019 a tour of 80 IMSS Rural Hospitals was carried out, where work began to resolve the needs in infrastructure, equipment and staff.
He stressed that through central planning it will be decided where infrastructure needs to be built and that it has sufficient resources to equip hospitals and not leave them half-finished.
