• At the beginning of 2018, the decree “On promoting the employment of the population” appeared. In it, a new “fine” was issued for “free-eaters” – payment of 100% for some communal services to those who own an apartment.
• From January 1, 2019, “freebies” began to pay full price for hot water, later heating and gas were added to it.
