After probing talks on the possible formation of a coalition at the federal level, the Social Democratic Party of Germany (SPD), Liberals from the Free Democratic Party (FDP) and Soyuz 90 / Greens are set to begin formal coalition talks. This was announced on Friday, October 15, by the heads of the delegations of the three political forces.

The parties prepared a 12-page document summarizing the interim results. According to Olaf Scholz, candidate for German chancellor from the SPD, the parties managed to achieve “a very good result.”

On Friday morning, representatives of the SPD, FDP and Greens held separate meetings to assess the sounding negotiations that took place, the results of which were summed up on Tuesday and Wednesday by the secretaries general of the SPD and FDP and the head of the Soyuz 90 / Greens apparatus. Then a joint discussion took place with the participation of all interested parties.

First two, then three

After the elections to the Bundestag, preliminary negotiations between the Soyuz-90 / Greens and the FDP took place first. Further, the SPD and the bloc of parties Christian Democratic Union (CDU) and Christian Social Union (CSU) held separate bilateral meetings with the “greens” and liberals. At the end of the SPD, the FDP and the “greens” met to jointly discuss the possibility of creating a coalition, which in Germany is called a “traffic light” – according to the party colors of its participants.

Sounding talks aim to build confidence, as well as clarify common views and obstacles to possible cooperation. Only then do the parties begin coalition negotiations, which ideally should lead to the conclusion of a coalition agreement – a binding document that will become the “road map” of the ruling coalition for the next four years.

Party bodies participate in the discussions

The beginning of coalition negotiations at the Soyuz-90 / “Greens” should be approved by the so-called council of the land departments of the party. Likewise, the opinion of the party organs is sought from the FDP. For the Social Democrats, the decision is made by the party’s board. The Greens have already booked a meeting room in Berlin on Sunday afternoon, according to the Redaktionsnetzwerk Deutschland (RND) group.

According to the results of the parliamentary elections in Germany, which took place on September 26, 2021, the SPD received the most votes (25.7%). The second place with 24.1% of the votes was taken by the CDU / CSU bloc. The third and fourth positions are occupied by Soyuz-90 / Greens with 14.8% and the FDP with 11.5% of the vote. Parliamentary elections in Germany are held every four years.
