Rome promotes the thermal insulation of houses with a tax bonus. But the concept pushed through by lobbyists is causing construction prices to explode. Germany must learn from this mistake.

There is heated debate in Germany about the appropriate support for the faltering construction industry. A high-level meeting is planned for this Monday in the Chancellery, which the associations GdW and Haus & Grund want to stay away from in protest against the lack of funding.

It’s helpful to look beyond the borders: Italy has gotten itself into trouble with a generous subsidy for energy investments because the country’s costs are growing out of its control.

It’s about the “Superbonus 110 percent”, with which the state has covered the entire costs of energy-saving modernizations, such as thermal insulation, solar panels and new heating systems, as well as earthquake protection measures, through tax relief for house and apartment owners. “When I think about the bonus, I get a stomach ache,” admitted Economy and Finance Minister Giancarlo Giorgetti a few days ago.
