In Radviliški – a battle for the right to “repair health” earlier

The new procedure came into effect on April 2, and the Municipality has not yet received a single complaint that the working hours of drinking fountains have been shortened. However, the representative of the Government, Rimvydas Pilibaitis, was engaged in this issue, who wrote a submission and demanded that the limitation of working hours of drinking fountains be canceled at the next meeting.

The submission assures that the decision of the Radviliškis District Council goes beyond the provisions of the Law on Alcohol Control. According to R. Pilibaitis, the decision should be annulled because it restricts alcohol trade not only where violations or complaints have been recorded.

The letter of the government representative indicates that the new procedure is not being opened at the suggestion of residents and institutions, but at the initiative of the mayor Kazimier Račkauskis.

Because last autumn, at the beginning of the school year, the mayor invited the residents to express their opinion, maybe it is worth shortening the working hours of the drinking fountains and thus curbing the tired ones.

2,150 residents of the district took part in the survey, two-thirds of whom supported the mayor’s idea. Letters from the principal of Radviliškis Gražina elementary school, the chief of police stations of Radviliškis and Šiauliai district supporting this initiative, and residents’ complaints about tired people who have been wandering around since early morning, disregarding public order, came to the municipality.

The members of the community did not hide that they were angry with drunkards lying in public places, doing natural things and shocking passers-by with their behavior.

The Commission for the Control of Retail Trade in Alcoholic Beverages also spoke on this issue in the municipality. She noted that alcohol consumption causes many problems, including domestic violence, absenteeism, and a safe environment.

In the recommendation of this commission, it is stated that conflicts in public places are usually ignited by persons under the influence of alcohol. Therefore, it was recommended to the politicians not to trample and hatch this malignancy.

The mayor of Radviliškis, K. Račkauskis, did not hide his surprise that a representative of the Government joined the battle for the right to drink alcohol earlier: “We have not received a single claim from a bar or cafe whose hours have been shortened. It is strange that the right of people suffering from alcohol addiction to “rehabilitate” is so fiercely attacked. After all, it is clear to everyone that it is not the champagne and oysters that attract people to the watering holes from early in the morning.”

Although the majority of Radviliškis politicians rejected the proposal of a Government representative in Šiauliai and Telšiai counties, it is likely that this fight is not over and may end up in court.
