There was no immediate comment from Instagram, which has at least 50 million users in Turkey, a country of 85 million people.

In a related context, the Russian Foreign Ministry accused YouTube on Friday of censoring content and blocking access to information at the request of the United States, warning that it sees sufficient grounds to take action against the video hosting site.

Russia has criticized Google, which owns YouTube, in recent years for shutting down channels of Russian media and public figures and failing to remove content Moscow deems illegal or objectionable.

“We see many important reasons for taking action against the video hosting site YouTube,” Russian Foreign Ministry spokeswoman Maria Zakharova said in a statement.
