On April 13, at the request of the Social Service, the municipal police inspected the residence of a family in Ķengarag to make sure of the children’s safety, living conditions and provision of basic needs. In Mitekali, the police met a woman who was under the influence of alcohol and four young children, the youngest of whom was only nine months old.
The police assessed that there were unsanitary conditions in the apartment – dirty, sticky floors, unwashed dishes, scattered cigarette butts, ashes, papers, food remains, open alcohol bottles, various belongings and clothes.
When checking the personal data, the police found that the mother of the children has been deprived of custody rights over the three children, while the youngest child lives with her. At the same time, the law enforcement officers found out that the three oldest children live with their grandmother, who has been designated as their guardian, on a daily basis, however, on specific holidays, the children came to visit their mother.
During the test, the police found out that the woman was under the influence of 4.4 parts per million.
The crew of the Emergency Medical Assistance Service was called to the scene to ascertain the children’s state of health. After the examination, the doctors decided to hospitalize the two older children and the nine-month-old baby to a medical institution, while the fourth child was taken to the grandmother.
Taking into account the mother’s intoxication and the unsanitary conditions at the place of residence, a decision was made at the scene to separate the infant from the mother. At the same time, an administrative violation process has been started for non-fulfillment of child care obligations.
In order to verify the children’s living conditions, a day later the police officers also came to the grandmother, with whom the three oldest children live, and inspected her place of residence, where they met all three children. At the same time, the residence of the infant’s father, who took care of the child after the tests at the hospital, was inspected. In both places of residence, the conditions were satisfactory and suitable for the children’s development and living. There was no indication that the father and grandmother would not be able to take care of the children.
