In Russia, a law has come into force that toughens the rules for the operation of non-profit organizations-foreign agents. Changes were made to Federal Law No. 7-FZ “On Non-Commercial Organizations”.

According to the changes that have been made to the list of funding sources for the recognition of an NPO as a foreign agent, now the reason may be the receipt of money or property from Russian legal entities, the beneficial owners of which are foreigners or stateless persons.

The law on NCOs-foreign agents was adopted in Russia in July 2012. According to his requirements, organizations that are engaged in political activities and receive funding from abroad must register as foreign agents with the Ministry of Justice. In 2014, a law was signed on the compulsory inclusion in the register of non-profit organizations-foreign agents, which is the responsibility of the Ministry of Justice.

Organizations included in this list are obliged to submit to the authorized body reports on their activities, on the personnel of governing bodies, documents on the purpose of spending money and using other property, including those received from foreign sources. After changes to the law from 2018, NPOs must indicate not only their direct foreign sources of funding, but also foreign sources of Russian companies – donors of NPOs.
