In Russia, they proposed to pay subsidies in the amount of 100% of the payment for housing and communal services to large families (from three children). The initiative was included in the number of measures to support citizens and businesses that members of the State Duma Committee on Construction and Housing and Utilities consider it necessary to adopt, Svetlana Razvorotneva, deputy chairman of the committee, told Izvestia.

The proposals were sent to the Ministry of Construction, in the near future they are expected to be submitted to the Cabinet of Ministers, she added. Also among the initiatives is subsidizing 70% of utility bills for people over 65 years old.

In addition, it is proposed to provide subsidies for the payment of housing and communal services to families in which there are unemployed, and to decouple the size of the penalty from the key rate of the Central Bank for citizens and the Criminal Code. Today, the penalty is 1/300 (from 30 to 90 days of delay) and 1/130 (over 90 days) of the refinancing rate of the Central Bank of the Russian Federation for each day of delay. How to calculate penalties in a different way should be discussed, Svetlana Razvorotneva believes. Additionally, it is proposed to abolish the commission of banks when paying for housing and communal services for citizens, limit it to 0.1% for the UK, provide tax deferrals for housing and communal services organizations and reduce the fees themselves for the period of worsening economic situation.

A set of measures was formed on the basis of discussions with representatives of management companies, the Public Chamber of the Russian Federation, NP ZhKKH Control, regional public chambers, federal and regional experts and other industry representatives.
