“The National Assembly weakens industrial competitiveness”
Domestic electricity demand is rapidly increasing as new investments in high-tech industries, including semiconductors, increase, but it is expected that it will be difficult for the 21st National Assembly to prepare a special law to speed up the construction of power grids. There are concerns that the speed of construction of a power grid that delivers electricity produced by power plants may not keep up with the demand for electricity, which could significantly reduce industrial competitiveness.
According to the electric power industry on the 6th, the enactment of the ‘National Power Grid Expansion Special Act‘ proposed last year is currently pending in the Legislation Subcommittee of the Trade, Industry, Energy, Small and Medium Venture Business Committee of the National Assembly. It is a bill to establish a new ‘Power Grid Expansion Committee’ under the Prime Minister’s Office and to help build a power grid by improving the licensing process and expanding compensation and support, but the legislation is not speeding up. An official from the Trade, Industry and Energy Committee said, “A plenary meeting of the Industry and Energy Committee is scheduled to be held at the end of this month to discuss the bill to be submitted to the plenary session, but the chances of passing the ‘Power Grid Special Act’ are very low.”
The electric power industry explains that as demand for electricity is rapidly increasing, especially in the metropolitan area, a key task for the electric power industry is to efficiently transport electricity produced by power plants concentrated on the east and west coasts.
In fact, in the case of the 345kV (kilovolt) Bukdangjin-Sintangjeong transmission line construction project, it was initially targeted for completion in December 2012, but in reality, it appears that completion will only be possible next month, resulting in a delay of 137 months. The 500kV East Coast-Singapyeong High Voltage Direct Current Transmission (HVDC) project to utilize power from the Shin Hanul Nuclear Power Plant is also an example of a delay in completion of 88 months.
According to an announcement by the Ministry of Trade, Industry and Energy in November last year, based on the 10th Basic Plan for Electricity Supply and Demand (electricity basic), the maximum power last year was calculated to be 100.8GW (gigawatt), exceeding 100GW for the first time. The maximum power, which indicates the peak of electricity demand, is expected to soar to 202GW in 2051, more than double last year’s level. With the advent of the artificial intelligence (AI) era, large-scale new investments are scheduled in high-tech industries such as semiconductors and bio, so demand for electricity is bound to increase explosively in the future.
The increase in renewable energy generation, which is difficult to control, is also a factor in increasing demand for the power grid. According to the 10th Electricity Report, renewable energy power generation is expected to increase more than 13 times from 55.5 TWh (terawatt hours) in 2022 to 736 TWh in 2050. Park Jong-bae, professor of electrical and electronic engineering at Konkuk University, said, “This bill was prepared to reflect the recognition that conflict mediation at the government level is essential for power grid projects due to opposition from neighboring residents.” “It is necessary,” he said.
