The Governor of the Kaluga Region, Vladislav Shapsha, signed a resolution according to which companies from the field of trade, land transportation and catering in 2022 cannot hire foreign citizens who work on the basis of patents. This was reported on the website of the local government.

“We decided to introduce a ban on attracting foreigners on patents in the following areas of the economy: trade, passenger transportation, recruitment agencies and public catering. Employers will have three months to resolve this issue with employees,” Shapsha specified in his Telegram channel.

In addition, the governor announced the region’s withdrawal from the program to facilitate the voluntary resettlement of compatriots living abroad to the Kaluga region for the period from 2022 to 2027. Shapsha explained that this “will block the opportunity to obtain citizenship in a simplified manner for natives of Central Asia.”

As specified in the press service of the regional government, the program was launched in 2007. It is aimed at the return to Russia of citizens who “know Russian and are most capable of adapting and as soon as possible included in the system of positive social ties of the Russian community.”

During the program, more than 90,000 Russians have returned to the Kaluga Region. However, if in the early years the proportion of “Slavs” among those who arrived exceeded 80%, then by 2022 it fell to 17%, and the rest fell on residents of the countries of Central Asia and the Caucasus. This means that now the program does not allow achieving the originally set goal, the government concluded.

In January, Deputy Chairman of the Russian Security Council Dmitry Medvedev warned of an increase in the flow of migrants into the country. He pointed out the need to create a unified system for collecting and recording information about visitors. Yesterday, Russian President Vladimir Putin signed a decree on the creation of an interdepartmental commission of the Security Council on improving the state migration policy.
