The Investigative Committee of the Russian Federation for the Khabarovsk Territory and the Jewish Autonomous Region completed the investigation of a criminal case on the charge of an official of the administration of the Komsomolsk municipal district.
A man is suspected of committing a crime under Part 6 of Article 290 (taking a bribe on an especially large scale with extortion), as well as a crime under paragraph “c” of Part 3 of Article 286 of the Criminal Code of the Russian Federation (abuse of power).
As the senior assistant to the head of the Investigative Directorate of the Investigative Committee of Russia for the Khabarovsk Territory and the Jewish Autonomous Region Daria Nemtseva told RG, this is the head of the department for property management and environmental protection of the Komsomolsk municipal district of the Khabarovsk Territory. The official by occupation had information about the enterprises providing services in the field of cadastral and geodetic works in the territory of the district.
– According to the investigation, he demanded that a representative of one of the companies give him a bribe for performing actions in favor of the enterprise and general patronage. The amount of the bribe was calculated at the rate of 20 percent of the firm’s profits, – said Nemtseva. – At the same time, he set a condition that in case of refusal, he uses his official position and will prevent the company from carrying out normal economic activities. As a result, from 2019 to 2020, he received a bribe totaling over 2.7 million rubles.
Another episode of the case concerns a bribe of 2.3 million rubles. According to the investigators, the man received them for conducting a positive examination of the results of work under the contract and acceptance. However, the work itself was not performed. In 2020, the administration of the Komsomolsk district signed several municipal contracts with one of the companies to eliminate unauthorized dumps of solid municipal waste. The official offered the company representative to give him a bribe in the amount of half of the amount of one of the contracts. As a result, his actions resulted in the payment of more than nine million rubles from the district budget for actually outstanding work.
– Investigators, with the active participation of officers of the FSB of Russia in the Khabarovsk Territory, carried out a wide range of investigative and procedural actions, the results of which, in their totality, made it possible to charge the man with the alleged crimes. He did not admit his guilt, – said Daria Nemtseva.
The criminal case with the indictment approved by the prosecutor is being prepared to be sent to the court for consideration on the merits.
