In universities, retirements will increase sharply

by time news

In the community of teacher-researchers, the coming decade will be one of retirements. Between 2021 and 2029, they will be massive, up 53% on average, and 97% in science – the highest jump – according to a note published in July by the statistical service of the Ministry of Higher Education.

“Permanent departures”, which include retirements and other forms of departure from the profession, are a major concern, as the student population grows faster than the teaching staff. At the start of the school year, nearly 3 million students will follow the courses given by 55,400 tenured teacher-researchers, supported by 23,000 contract teachers and 13,000 secondary school teachers.

In 2021 alone, the number of permanent departures increased by 8.4% compared to 2020, a marked increase in particular in letters and human sciences (+ 16.3%) and in sciences (+ 10.9%). The trend would continue at least until 2029, at the rate of + 5.5% per year, according to the ministry.

This trend contrasts with the continuous decline in departures which characterized the decade 2010-2020, mainly under the effect of demography. “That explains why these forecast percentages may seem impressivecomments Christophe Bonnet, Deputy Secretary General of SGEN-CFDT. During our discussions with the ministry on the research programming law, we hammered home the need to create positions as quickly as possible. It is not credits to respond to calls for projects that establishments need, but financing of the payroll. »

Will there be tenured teacher-researchers in each amphitheater in the future? The extent of the final departures will vary according to the disciplines. The annual departure rate (departures compared to the active workforce) over the period 2022-2029 would be highest in health (3.6%), followed by science (2.7%). By comparison, this rate was 1.6% between 2018 and 2021, partially offset by an average annual recruitment rate of 1.4%.

On an annual average, between the start of the 2021 and 2029 academic year, the population of university students (including IUT) should increase by 0.2%, continues the ministry’s statistical service, which has calculated an index combining “increase in student numbers + departures of teacher-researchers”. This accumulation, which would be 3%, is equivalent to the recruitment needs to ensure a constant student supervision rate. “This shows the extent of the additional effort to be made in recruitment over the next period”supports the note, which recalls that the average annual rate of external recruitment was 2.2%, i.e. 0.8 points less, over the recent period 2018-2021.
