As a result of the planned changes, 42.87 million euros are expected to be collected in the state budget in 2025.
As a result of changes in excise tax rates, the price of one liter of diesel fuel will increase by 3.2 cents annually due to taxes in 2025 and 2026, and by 2.7 cents annually for unleaded gasoline. On the other hand, the price of one liter of autogas could increase by 1.9 cents annually in 2025 and 2026 due to taxes.
Due to the tax changes, costs for commercial vehicles would increase by about 64 cents per 100 kilometers, assuming an average diesel consumption of 20 liters per 100 kilometers.
From 2027, in order to harmonize excise tax rates with the Baltic States, it is planned to increase the excise tax rate for alcoholic beverages, including beer, as well as tobacco products and products similar in purpose of use, such as heated tobacco, tobacco leaves, e-liquid and tobacco substitute products.
Thus, according to FM calculations, the price of a 0.5 liter bottle of strong alcoholic drink (alcohol content 40 percent by volume) could increase by 0.15 cents in 2027, wine bottles (0.75 liters) – by six cents, while 0.5 liter beer bottles (alcohol content 5.2% by volume) – for two cents.
The tax portion (minimum level of excise duty and the portion of value added tax applicable to it) for a pack of cigarettes will increase by 46 cents in 2027, for a pack of heated tobacco (5.3 grams) – by 19 cents. The price of a 40-gram pack of smoking tobacco could increase by 62 cents, and the price of one pack of cigars or cigarillos (10 pieces) – by 29 cents.
On the other hand, the tax level for electronic cigarette refill liquids will increase by 10 cents for a two-milliliter package, and by 48 cents for a 10-milliliter package. The share of taxes on tobacco substitute products, such as nicotine pads (14 gram packaging) will increase by 28 cents in 2027.
Also, the changes determine the fuel limit in the standard tanks of a commercial vehicle entering from a third country in a volume of no more than 200 liters. It will be prohibited to enter Latvia with a commercial motor vehicle whose standard fuel tanks will exceed 200 liters of fuel.
