India Votes at UN to End U.S. Embargo Against Cuba

India voted at the United Nations General Assembly to support a resolution demanding an end to the U.S. embargo against Cuba, joining 130 nations in calling for the repeal of extraterritorial laws that harm the Caribbean country’s sovereignty and development goals.

The October 28 vote at the 193-member United Nations General Assembly marked another diplomatic defeat for Washington’s economic blockade. A total of 130 countries voted in favor of the resolution, while 17 nations opposed it and 25 abstained. India’s representative Soumya Nair, a counsellor in India’s UN Mission, delivered New Delhi’s formal position to the assembly ahead of the balloting.

Sovereignty, Development, and the Human Cost in Cuba

Beyond abstract questions of international law, Indian diplomats emphasized the acute humanitarian toll that the sanctions have inflicted on ordinary citizens in Cuba. Nair detailed how restrictions have crippled essential public services across the island nation.

The country’s healthcare system now faces shortages of more than 60 per cent of essential medicines. Meanwhile, domestic food production has dropped by more than 50 per cent over the past five years. More recent U.S. restrictions targeting fuel exports have further disrupted water supplies, transportation, education, and food distribution.

By lifting these barriers, India argued that Cuba could participate more fully in international cooperation and pursue its own development agenda. The vote serves as a barometer of international opinion, though previous resolutions demanding an end to the embargo have carried no binding legal weight.

Diplomatic Confrontation Inside the General Assembly Chamber

This year’s vote unfolded against a backdrop of friction on the UN floor. Just one day before the balloting, a dramatic face-off erupted when Cuban Foreign Minister Bruno Rodriguez Parrilla approached the dais to confront U.S. Permanent Representative Mike Waltz while the American envoy was speaking about alleged corruption among Cuban leaders. Assembly President Khalilur Rahman briefly suspended the session to restore order.

The fallout from that confrontation escalated immediately after the proceedings paused. Waltz announced that Washington had expelled Richard Tur de la Concepcion, the first secretary of Cuba’s UN Mission, accusing him of physically clashing with an American diplomat during the October 27 dispute.

United Nations safety and security personnel responded to the rising tensions by deploying in greater numbers than usual around the assembly chamber. The episode capped mounting bilateral friction, which had also included a tense exchange a week prior between Waltz and Cuban representative Ernesto Soberon Guzman during a U.S.-organized discussion on Cuban governance.

Multilateralism and Dialogue as the Path Forward

In her closing remarks before the assembly, Nair emphasized that India’s commitment to multilateralism remains anchored in peaceful engagement rather than unilateral economic isolation.
