Between 2014 and 2022, the indigenous population only received 2.25% of the resources allocated for housing subsidies, reveals a study by the Comptroller’s Office. And as a result of this evaluation, it is found that there is a notable weakness in the public housing policy to safeguard the right to decent housing for the indigenous population.

Although it enjoys a special constitutional protection status, the country’s indigenous population, which represents 4.4% of the national total, in the period 2014-2022 only received 2.25% of the resources allocated by the Ministries of Housing and Agriculture for the urban and rural housing subsidy policy.

This was revealed by a sectoral study carried out by the supervisory body, with the aim of evaluating the Public Housing Policy for this population.

One conclusion is that Colombia does not have a calculation of the specific housing deficit for the indigenous population, which makes it impossible to determine whether Public Policy is being effective and efficient.

The Comptroller’s Office expresses concern about the development of this public policy, since it does not take into account that 92% of the indigenous population lives in poverty, a situation that makes financial closure difficult due to the impossibility of accessing credit and, therefore, the possibility of obtaining housing.

After visiting 429 homes granted by the National Government to indigenous communities of the Pastos, Wayúu, Kamentsa, Nasa, Tikuna, and Zenú peoples, the Office of the Comptroller General of the Republic has identified a significant weakness in public policy aimed at guaranteeing the right to decent housing for the indigenous population.

The Office of the Comptroller General of the Republic concludes this study by calling on the National Government to immediately implement the methodology for calculating the housing deficit of the indigenous population, a basic input for the design of the Policy.
