In the first half of 2023, Vladivostok customs cleared more than 130,000 cars imported by individuals for personal use. This was told to Vedomosti by a customs representative. Transshipment of cars in the first half of the year at the Vladivostok Automobile Terminal (VAT) increased by 9% to 37,678 vehicles, the press service of the Fesco group reported on July 3. BAT is located on the territory of the Vladivostok Commercial Sea Port (VMTP), which is part of Fesco. In June, the terminal set a record for monthly transshipment of vehicles (TS) – 14,289 vehicles. The beginning of the year – January and February were low months, when 5500 cars arrived, but already in March there was an expected rise to 8101 cars, the release noted.

“In 2022, VMTP received 83,870 vehicles. The increase was about 30% compared to 2021 – in absolute terms, this is an increase of almost 20,000 vehicles. New Japanese and Korean cars have been replaced by Chinese Chery cars, which are sent directly to dealers. But in total, the number of new cars decreased significantly, the rush imports fell on used cars from Japan, ”said Fesco.

In addition to VMTP, the processing of imported cars in the Far East is also carried out at the terminal of the Eastern Stevedoring Company, which is part of Global Ports. Vedomosti sent questions to the company.

In January-May 2023, 171,500 new passenger cars and 178,500 used cars were imported to Russia, according to Avtostat data and the electronic TCP system. This is 2.7 and 3 times more compared to the same period in 2022, respectively. Moreover, in May 2023, out of 51,193 imported new cars, 75% were Chinese, and out of 37,407 used cars, 51% were Japanese. The share of parallel imports (import of vehicles without the permission of the copyright holder) is also growing, follows from the data of Avtostat. In May 2023, its share was 16% of the total number of passenger cars sold, while a year earlier it was 10%.

The structure of the domestic car market changed significantly in 2022 after foreign automakers left Russia due to the SVO and the production of new cars in the country fell sharply. According to Avtostat, the production of passenger cars in Russia in 2022 decreased by 66% to 448,300 vehicles, in five months of 2023 – by 29% year-on-year to 187,600 vehicles. Passenger car sales fell 59% last year to 626,281 units. In 2022, the government allowed the parallel import of cars from auto brands that left the country.

Parallel imports cannot fully satisfy the demand for cars of foreign brands, says a representative of the Drom automotive industry portal. According to him, they are trying to compensate for the lack of supply with the so-called almost new (without mileage in the Russian Federation) cars from Japan and Korea. “Export of used cars from these countries is one of the leading ways to supply vehicles to Russia today. Cars up to 6 million yen (3.66 million rubles – Vedomosti) can be imported along the Japan-Vladivostok route, sanctions do not apply to them, ”the source said. According to him, more than six large ferries (up to 600 cars each) are constantly operating on the Vladivostok-Japan line. There are also several ships with smaller tonnage.

Since the number of ferries on the line is limited, a maximum of 20,000 cars can be taken out of Japan in a month, Droma calculated. “It is difficult to say how the weakening of the ruble will affect the import of Japanese cars. It is too early to talk about a decrease in demand, ”a company representative points out. In June, as follows from the data of the Moscow Exchange, the ruble weakened against the dollar by 10.5% (8.54 rubles), against the euro – by 13% (11.3 rubles), against the yuan – by 8.4% (95 copy). On Tuesday, July 4, the dollar exceeded 90 rubles. for the first time since March 28, 2022, the euro – a mark of 98 rubles. for the first time since March 29 last year.

Such dynamics of the import of used cars also creates certain risks for the sale of domestic cars, believes Sergei Burgazliev, an independent consultant on the automotive industry. He recalls that last year, a large proportion of new car sales was still accounted for by the warehouse stocks of the departed automakers. “The main flow of used vehicles went through Vladivostok, where the whole region lives on this business. Probably the only thing that can stop him is an increase in salvage rates (payment to the budget. – Vedomosti) for used cars, ”says the expert.
