With seven votes to four, the General Council of the National Electoral Institute (INE) approved declaring itself unable to comply with the validity of the statutory changes of the PRIwhich allowed the re-election of Alejandro Moreno y Carolina Viggiano.
The General Council is not competent to assess the election process of Alito Moreno, so it would be up to the Superior Chamber of the TEPJF to rule on the case and the Internal Processes Commission of the tricolor.
“It is not appropriate to make a statement on the constitutional and legal origin of the modifications of the Statutes and the Declaration of Principles, as well as the issuance of the PRI Action Program carried out by the XXIV Ordinary National Assemblyheld on July 7, 2024, since the political party did not comply with the provisions of Article 34 of the General Law of Parties,” the resolution states.
The president of the INE, Guadalupe Taddei, He said that “an interpretation must be made that guarantees the parties’ right to self-determination. The PRI modified its basic documents after the election day had already passed, therefore it is not affected and the legal provenance of the reforms must be declared.”
The representative of the PRI, Marcela Guerra, He said that “the Institute has acted in an excessive, biased and out-of-context manner. It has overstepped its bounds and wants to influence the self-determination of the PRI.”

The still national president of the Institutional Revolutionary Party, Alejandro Moreno, reported that he will appear before the Electoral Court of the Judiciary of the Federation (TEPJF) due to the INE resolution declaring itself unable to analyze the reforms to the tricolor statutes for which it was reelected.
He explained that it is the Tribunal the body empowered to decide whether he/she remains in office or whether his/her re-election is annulled.
He also insisted that there are criteria of the Court that legitimize its internal decisions: “I am aware of the resolution of the INE on the modifications legitimately approved by our National Assembly. “While we respect the decision, we do not share it.”
