Background:

On May 9, 2021, the Conference on the Future of Europe was convened to propose ideas for the further development of the European Union. A year later, on May 9, 2022, the final report was handed over to the Presidents of the European Parliament, the EU Council, and the European Commission, consisting of 49 proposals and 325 actions by EU citizens. But what has become of all these proposals and measures?

On 30 November 2022, the Council made a technical assessment of the proposals and measures that can be implemented in the current EU institutional framework, e.g. in which ministers can move from unanimity to qualified majority voting – the passerelle clause . In December 2022, the first subject-specific citizens’ forums were also set up, with which the European Commission resumed and sustainably anchored the instrument of participatory citizen participation of the Future Conference. Is this the end of the further development of European democracy? We would like to discuss this question with you and with our guests.
