Among the innumerable changes proposed by the decree of necessity and urgency (DNU) powered by Javier Milei, several reforms still do not seem to have been fully analyzed. And, in that sense, as the hours go by, new things emerge; for example the non-obligation of driving with insurance and VTV in the car.
That’s how it is: Neither the insurance policy nor the vehicle technical verification will be mandatory to travel by car. The DNU states that there will only be three mandatory documents that can be requested by provincial and municipal authorities.
These are the vehicle identification card (which can now also be digitized), the driver’s license and the proof of payment of the license plate. The rest, as Milei would say, outside.
Within these modifications, it was stated that the motorists’ documents They cannot be detained unless it is by order of a judicial authority or a report of theft or robbery.all this in case they do not present the documentation.

“VTV? OUT” was the message published by Ramiro Marra after the DNU was broadcast, celebrating the decision not to maintain the mandatory nature of these documents.
Parodying that famous Milei video about the ministries, Marra was effusive on social media, something that is now customary.
When asked about its validity, Marra assured that the decision was already in force since the publication of the Official Gazette.
In this sense, there was numerous criticism due to the poor condition of some vehicles that circulate on national routes, but the situation did not seem to matter much to the reference of Freedom Advances.
The change in the DNU
Article 361 of the DNU replaces article 22 of Decree-Law No. 6582/58, ratified by Law No. 14,467 and its amendments with the following:
“ARTICLE 22.- Without prejudice to the issuance of the title referred to in article 20, together with the original registration, or with each of those corresponding to successive transfers of ownership, the Registry will deliver to the owner of the vehicle one or more identification cards of this, in which the data that, with respect to the vehicle and its owner, establishes the enforcement authority, will be recorded.
The IDs will be delivered digitally, which will have the same validity as the physical ones. The acquirer may request one or more physical ID cards, which may have a cost. These certificates must be returned by the transferor of the vehicle, issuing new ones for the purchaser.
Its possession will accredit the right or authorization to use the vehicle, but will not exempt from the obligation to justify personal authorization to drive. The identification card, driver’s license and proof of payment of the license plate are the only documents required to drive the vehicle.and provincial or municipal authorities may not establish other requirements for its legitimate use.
It will be mandatory to show these documents to the competent authority, but they cannot be detained if there is no report of theft or theft of the vehicle or an order from a judicial authority.”
