Interim agreement on CO2 emissions

The Council and the European Parliament have reached a provisional agreement on CO2 emissions from road transport affecting heavy vehicles. The objective is to achieve climate neutrality in 2050, for which reductions have been proposed for 2030, 2035 and 2040 that will affect, in particular, trucks, professional vehicles (such as garbage trucks and concrete mixers) and buses.

In this negotiation, the Council and Parliament maintained the goals that had already been set by the European Commission of 45% for 2030, 65% in 2035 and 90% in 2040. Looking ahead to next year, 2025, the reduction provided for in the current regulations for this type of vehicles is 15%.

These objectives would apply to heavy trucks over 7.5 tonnes and coaches. City buses will be the most affected since by 2035 they must be emission-free. On the other hand, professional vehicles will have application dates for their own reductions that have not yet been defined by this provisional agreement.

On the other hand, the exemption from these CO2 reduction objectives is proposed for vehicles used for mining, forestry and agriculture; as well as for those of the armed forces, firefighters, civil protection, public order and medical care.

Likewise, the European Commission undertakes to review the effectiveness and impact of the modified Regulation in 2027. The provisional agreement, which is not yet in force, will be presented to representatives of EU member states in the Council and to Parliament’s environment committee for approval.
