The conditions and procedure for providing financial assistance under the interventions of the Strategic Plan in the viticulture sector have been published for public discussion

The draft Ordinance on the terms and conditions for providing financial assistance for interventions in the viticulture sector, included in the Strategic Plan for the Development of Agriculture and Rural Areas of the Republic of Bulgaria for the period 2023-2027 has been published for public discussion. The document was prepared by the Directorate “Market Measures and Producer Organizations” of the Ministry of Agriculture and Food and covers 7 specific sectoral interventions to support the viticulture sector: restructuring and conversion of vineyards, investments in the viticulture sector, harvesting of green, crop insurance, information in Member States, promotion in Member States, investment in environmental facilities.

What are the eligible environmental investments?

Investment in environmental facilities applies to wine producers. The intervention includes the purchase (or lease) of new equipment, including computer software, related to the operation of renewable energy sources on the territory of the enterprise. Construction and assembly costs for the construction, upgrading, extension and/or reconstruction of buildings intended for the treatment of waste water and other waste products, composting installations, and RES sources are also allowed here. The maximum amount of aid is 50% of the costs for micro, small and medium-sized enterprises; 25% for enterprises with less than 750 employees and a turnover of less than EUR 200 million; 15% for larger companies. The maximum value of one project cannot exceed BGN 2 million.

For now, we cannot talk about “Encouraging wine tourism”.

This is because under this intervention, only interbranch organizations in the viticulture sector recognized by the Minister of Agriculture and Food, for which no applications for recognition have been received at the moment, are admissible. The draft document was prepared by an interdepartmental working group with the participation of representatives of the sector.

Until October 15, 2023, assistance in the sector will be implemented under the National Program for Assistance to the Viticulture Sector and Regulation No. 6 of 2018 on the terms and conditions for providing financial assistance under the program for the period 2019-2023. European Policy for support in the sector is essentially preserved during the new program period, as the interventions are included in the Strategic Plan. The submission of applications for the provision of financial assistance and requests for payment for all interventions is planned to be made electronically through the Electronic Services System to the Integrated Administration and Control System (ISAK) of the State Fund “Agriculture”. The periods of receptions for the interventions in the viticulture sector are foreseen in the regulation to be determined by law, and in the case of a balance of the budget, it will be possible to transfer it to another intervention or to open a second reception only for advance payments.
