BOLZANO. I step back from the Province for the right to social housing of those who own or inherit rights to houses outside the province: the 2022 social housing reform law will not have retroactive effect, but will only concern those who enter into a contract after the entry into force of the rules. The news was accompanied by other changes approved in recent days by the provincial council, which concern public and social housing. News also on minimum rent threshold: increased from fifty to eighty euros. There will also be changes in the requirements for women in situations of violence, as well as changes for deaf people, who in the application of the minimum fee will be equated to people with a disability equal to or greater than 74%.
The second box
The news, in recent weeks, of the Ipes “sting” on tenants with rights to houses outside the province had raised a fuss. Following an automatic check, carried out by cross-referencing the figures with the Revenue Agency, the institute announced to the tenants who owned “suitable accommodation” outside Alto Adige the revocation of the current contract and the transfer within thirty days of “social rent” to the “sustainable” one with an inevitable increase in rent. Rules to which the presidency of home center he responded harshly, calling them a “gift” aimed at putting “even those who have inherited a small portion of the house into crisis”. But now there is something new: for people who had real rights to a home outside of Alto Adige before the entry into force of the new 2022 provincial law on public and social housing, the rules will continue to apply calculation for the social rent. For the Home Center, good news. «At least it demonstrates an openness towards tenants – underlines the president Maurizio Surian – and a step towards the direction we had already asked for when drafting this law. It should be underlined that the declaration of properties is made at the time of signing the contract. The problem is that if it is easy for Italian citizens to trace the presence of rights on homes outside the province, the same is not true if these homes are located abroad”.
Rents on the rise
An increase in the minimum rent threshold for Ipes apartments has been approved from 50 to 80 euros. An increase of 60%. “We are aware of the fact that these increases affect very weak sections of the population – continues Surian – On the other hand we are also aware that a revision of the figure should be made”. The increases will start from March 2025. Good news on the protection of victims of violence. The councillor Ulli Mairpromoter of the adaptations, underlines that: «To respond to the particular situation in which women victims of violence find themselves, the condition of proven three-year work activity has been eliminated». This work activity had to be demonstrated by the women involved in the five years preceding the submission of the application to enter the ranking. M.A.
