The Human Rights Research Institute (IRDH) deplores the violence which caused the death of Maître Dido Kakisingi, youth coordinator of the political party Ensemble pour la République (ER) in the province of Maniema. Contrary to the announcement according to which he died from police bullets, it appears that he died following the throwing of stones which hit him in the head.
Indeed, shortly before the arrival of Mr. Moïse Katumbi Chapwe, candidate for the Presidency of the Republic, young people close to the governor of the Maniema Province allegedly tried to block the path of those from ER. throwing stones, one of which fatally struck Master Kakisingi.
IRDH recalls that under the terms of the Constitution, human life is sacred (art.16) and the protection of people falls under the concurrent jurisdiction of the central power and the provinces (Art.203). Therefore, he finds it unacceptable that the provincial governor, present in Kindu, is among the people accused of having instigated these attacks which caused the death of a man.
For this reason, IRDH recommends to the Attorney General at the Maniema Court of Appeal to carry out urgent investigations, in order to establish the responsibilities of the governor and those of other criminals.
To the national minister in charge of the Interior, to take urgent measures against the failing governor and to prevent similar incidents from happening in other provinces.
