IRS Releases Third Batch of 2023 Tax Refunds, Prioritizing Flood-Affected Residents in Rio Grande do Sul

Starting at 10 AM this Wednesday (24), the Federal Revenue Service will release the consulta ao terceiro of the five lots of income tax refunds for 2023, including about 54,200 taxpayers from Rio Grande do Sul who are entitled to receive. In total, 6,091,572 taxpayers will receive R$ 8.5 billion. According to the tax authorities, almost the entire amount will go to taxpayers with priority for refunds. Due to the floods in Rio Grande do Sul this year, taxpayers from this state have been included in the priority list.

Residents of Rio Grande do Sul who regularized their declaration in July are on the priority list. Last month, 252,738 taxpayers from Rio Grande do Sul received refunds, including from previous tax years.

Regarding the priority list, the majority, 5,711,130 taxpayers, provided their Pix key of the type Cadastro de Pessoas Físicas (CPF) on their income tax declaration or used the pre-filled declaration. Since last year, providing the Pix key has granted priority for receiving refunds.

Next, there are 172,719 taxpayers who did not provide a Pix key and do not fit into any of the legal priority categories. This is the first batch to include non-priority taxpayers.

Third, there are 95,040 taxpayers aged between 60 and 79. Fourth, there are 54,241 taxpayers residing in Rio Grande do Sul. In fifth place are 34,014 taxpayers whose main source of income is from teaching. The remaining taxpayers consist of 14,756 elderly individuals over 80 years old and 9,672 taxpayers with some physical or mental disability or serious illness.

Consultation

The consultation can be made on the Federal Revenue Service website. The taxpayer just needs to click on “My Income Tax” and then on the “Consult Refund” button. It is also possible to make the consultation through the Federal Revenue Service app for tablets and smartphones.

Payments will be made on July 31, into the account or the Pix key of the type CPF provided in the income tax declaration. If the taxpayer is not on the list, they should access the Virtual Taxpayer Assistance Center (e-CAC) and retrieve their declaration statement. If they find a pending issue, they can submit a rectifying declaration and wait for the next batches from the fine filter.

If, for some reason, the refund is not deposited into the account provided in the declaration, such as in the case of a deactivated account, the funds will be available for withdrawal for up to a year at Banco do Brasil. In this case, the citizen may schedule the credit to any bank account in their name through the BB Portal or by calling the bank’s Relationship Center at the numbers 4004-0001 (capitals), 0800-729-0001 (other locations), and 0800-729-0088 (special phone number exclusively for hearing-impaired individuals).

If the taxpayer does not withdraw the amount of their refund after a year, they must request the amount through the e-CAC Portal. When accessing the page, the citizen should navigate to the “Declarations and Demonstratives” menu, click on “My Income Tax” and then on the field “Request unclaimed refund in the banking network”.
