It is expected that the ruling and opposition parties will begin working-level discussions at the State Affairs Council this week to discuss ways to stabilize state affairs in the impeachment situation. The ruling party is expected to bring to the negotiation table bills related to future livelihoods, such as the Special Act on Semiconductors, and the opposition party is expected to bring a supplementary budget card.
On the 7th, a key member of the People Power Party told News 1, “We will meet with the opposition party to reach an agreement on the livelihood bill that has not yet been processed,” and “I think we will be able to hold working-level discussions this week.”
At the plenary session of the National Assembly on the 8th, a re-vote is scheduled for eight bills, including the Dual Special Prosecutors’ Act (Insurgency and Kim Kun-hee Special Prosecutors’ Act), but the purpose is to discuss the people’s livelihood bill that has not yet been processed separately.
It is expected that working-level discussions related to the government council will naturally take place during this process.
The ruling and opposition parties also held a working meeting on the 24th of last month to coordinate the agenda. However, it ended without reaching an agreement on the name of the consultative body.
It gained momentum again when People Power Party Emergency Response Committee Chairman Kwon Young-se proposed with his inauguration, “Let’s quickly restart the ruling and opposition party-government consultative body on state affairs.” At the same time, it was decided to operate a ‘2+2’ working group consisting of the policy committee chairs of both parties, the emergency response committee chair, and the party representative’s chief of staff. People Power Party Policy Committee Chairman Kim Sang-hoon also officially proposed a working-level meeting with the Democratic Party on the 3rd.
The two parties are expected to decide on the agenda to be submitted to the government council through working-level consultations. Starting with the Special Act on Semiconductors, the People Power Party plans to focus on passing bills that will support future people’s livelihoods, such as the National Power Grid Expansion Act, the High-Level Radioactive Field Act, and the Offshore Wind Power Act. The Democratic Party of Korea is arguing that a rapid supplementary budget, including a local currency budget, is needed.
It is a risk that the battle between the ruling and opposition parties over the execution of the arrest warrant for President Yoon Seok-yeol is heating up. In addition, the possibility of a breakdown is still high as the People Power Party strongly opposes the opposition party’s exclusion of charges of rebellion from the grounds for President Yoon’s impeachment.
