Is the BOT or EPC financing method specific to the Kaléta dam only? [Sayon Mara]

The Kaléta hydroelectric dam is being built under BOT. Despite this, the Guinean State contributed 25%, amounting to 111,550,000 US dollars. It should be noted in passing that in addition to its 25% contribution, Guinea financed, from its own funds, other aspects of the project, in particular the implementation of basic social services, namely:

▪︎the construction of the 70-kilometer asphalt road from the Dubréka-Boké national road to the Kaléta site, via the sub-prefectures of Tondon and Baadi. Not forgetting the construction of stations to supply the localities crossed.

▪︎the construction of the Baadi bridge with a length of more than 100 linear meters;
▪︎the construction of three electrical substations;
▪︎the construction of a 225 KV transmission line, approximately 114 kilometers long;
▪︎the construction and modernization of the 110 KV transmission line, from Manéah-Matoto-Hamdallaye-Tombo;
▪︎compensation for populations impacted by the construction of this 225 KV line from Kassia-Manéah and this other 110 KV line from Manéah-Tombo;
▪︎the construction of four villages for displaced populations, with many amenities including the construction of markets and schools.

If the Kaléta dam had been built within the framework of the OMVG as planned, the dam would not return to Guinea until 90 years after its commissioning and would have benefited from only 30% of the production.

Clearly, the BOT financing method is not specific to the Kaléta dam or to Guinea. As an illustration, all the major works being carried out in Côte d’Ivoire (bridges and metro lines) are in BOT; the same reality in Senegal and other African countries. Moreover, who is currently financing the construction of the Ahmed Sékou Touré international airport? Is it the Guinean State?

Rather than criticizing or acting as if this method of financing is specific to Kaléta, a serious mechanism for collecting EDG revenue must be put in place for the maintenance and proper functioning of the dam.
