A pilot project for the issuance of digital Russian passports will take place in Moscow, the Moscow region and Tatarstan, the document will begin to be issued from the beginning of 2023, RIA Novosti reported with reference to Deputy Prime Minister Dmitry Chernyshenko. The technical tests of the electronic components of the document have already passed.

The Deputy Prime Minister said that the system project of the digital passport is already ready, the microcircuit and the passport blank have been tested. The digital passport will begin to be issued in 2023 in Moscow, the Moscow region and Tatarstan, and it will be possible to use it throughout Russia, Chernyshenko added. According to him, each Russian will decide for himself whether he wants to replace a paper passport with a digital one, but expressed confidence that most people will choose an electronic document.

Chernyshenko recalled that a digital passport is like a bank card with a contactless chip. If you wish, you can write down the TIN, SNILS or the driver’s license number of the passport holder on it. »The card, containing several degrees of protection against counterfeiting, will be marked with the personal data of the person, his photograph. All preparatory activities will be completed by the end of next year, ”he added.

In March, the Ministry of Finance published a draft presidential decree on the electronic passport of a citizen of Russia. Then it was reported that the document will contain a chip with information about the citizen, including a photo and fingerprints. The function of a passport will be performed by a mobile application that can be used in the MFC, stores and when concluding contracts, Interfax wrote.

In mid-October, Minister of Digital Development, Communications and Mass Media Maksut Shadayev said that e-passports will appear in three constituent entities of Russia by the end of 2022. Moscow, Moscow region and Tatarstan will become pilot regions. The electronic Russian passport will be presented in two forms – in the form of a smart card and an application with a QR code.

The head of the Main Directorate for Migration Issues of the Ministry of Internal Affairs of Russia, Valentina Kazakova, said earlier that the requirements for the procedure for issuing and issuing a digital passport are being worked out. At the initial stage, it is planned to issue at least 100,000 passports of a new type, added the representative of the Ministry of Internal Affairs. Russians will receive electronic passports, like a standard document, from the age of 14.
