Driving license, Health Card and European Disability Card available in digital version on the IO app from 4 December. Alternatively, citizens will be able to use digital or physical documents.
Three documents on the digital wallet
From December 4, all citizens will have the opportunity to access the first stage of the IT Wallet and get the digital version of their documents onIO app. Through the new feature “Documents on IO” it is possible to add the digital version of three documents to the “Portfolio” section:
- driving licence,
- Health Card – European Health Insurance Card,
- European disability Charter.
Adding the IO app Portfolio allows the digital version of documents to be used rather of the physical counterparts:
- the driving licence can be used in Italy to show that you are authorized to drive in case of checks by the police;
- The Health Card - European Health Insurance Card allows access to the services provided by the National Health service;
- the European Disability Card benefits from the same uses already expected in the physical version of the document in Italy.
How to activate “Documents on IO”.
Activation of “Documents on IO” is free, optional and available to adults with valid documents. To get the documents in digital version you need to update or install IO apps on your device and log in with your digital ID. The same bodies that issue the physical documents provide the digital data, which guarantees authenticity and security thanks to access with CIE or SPID.
As with physical documents, the data remains under the exclusive control of the citizen and the public management owner.
The IT-Wallet system
While waiting for the full operation of the Italian digital wallet, the IT Wallet System, scheduled for 2025, “Documenti su IO” anticipates some aspects of the public IT Wallet of the future. It can be created because of the collaboration between:
- the Department for Digital Change of the Presidency of the Council of Ministers, as titular administration,
- PagoPA SpA, IO app manager and IT-Wallet public provider,
- the Institute of printing and State Mints, the company responsible for the digital issuance of documents,
- the bodies that provide the data necessary to create digital documents under their care,
- MIT - Directorate General of Motor Vehicles,
- MEF – State General Accounting Office,
- the National Institute for Social Welfare,

Time.news Interview: The Future of Digital Documentation with Dr. Elena Ricci, Tech Policy Expert
Time.news editor: Welcome, Dr. Ricci! We’re excited to have you with us today to discuss a significant shift in how we manage our personal documents. Starting December 4,citizens can store thier driving license,Health Card,and european Disability Card digitally on the IO app.Why is this transition to a digital wallet so significant?
dr. Elena Ricci: Thank you for having me! The transition to a digital wallet is a pivotal moment in digital governance and convenience. it simplifies access to essential documents, enhances efficiency, and reduces the need for physical paperwork. This move not only modernizes our bureaucratic processes but also aligns with the evolving digital landscape where most people prefer instant access to their information.
Time.news Editor: Absolutely. And the IO app seems to be at the forefront of this change. How does the process of adding documents work, and how secure is this digital method compared to traditional physical documents?
Dr. Elena Ricci: Users can easily access the IO app and utilize the new “Documents on IO” feature to add their documents to the ”Portfolio” section. As for security, reputable apps like IO employ advanced encryption techniques, ensuring that personal information is protected. It’s crucial,though,that users are also vigilant about their digital security habits,such as using strong passwords and enabling two-factor authentication.
Time.news Editor: That makes sense! With the driving license, Health Card, and European Disability Card being eligible for digitalization, what are some practical implications for citizens?
Dr. Elena Ricci: Well, for starters, having a digital driving license means that individuals can present their credentials effortlessly during police checks—assuming their phone is accessible. Similarly, the digital Health Card gives people immediate access to the services offered by the National health Service anywhere in Europe. The European Disability Card, now digitized, opens avenues for smoother access to necessary resources and rights. This transition will substantially enhance accessibility and convenience for all citizens.
Time.news Editor: You mentioned accessibility.Could you elaborate on how this digital innovation caters particularly to individuals with disabilities?
Dr.Elena Ricci: Absolutely! The European disability Card serves to affirm and facilitate the rights of disabled individuals across borders. By providing a digital format, we’re not just simplifying document management; we’re promoting greater inclusivity. It allows for seamless access to services without the added burden of carrying physical cards. This can greatly enhance independence and mobility for those who may face challenges with traditional documentation.
Time.news Editor: That’s a compelling point! Though, there will likely be challenges in implementing such significant changes. What concerns should we be aware of as we move into this digital domain?
Dr. Elena Ricci: Certainly, with any technological advancement, there are concerns regarding data privacy and accessibility. Users must trust that their sensitive information is safe from breaches. Furthermore, not everyone is equally comfortable with digital technologies, particularly older generations. It’s importent for governments to provide support and education on how to adopt these technologies, especially for those who might feel left behind.
Time.news Editor: Great insights, Dr.Ricci. As we approach the December rollout, what final thoughts do you have for citizens and policymakers on this digital shift?
dr. Elena ricci: I encourage citizens to embrace this change and explore the benefits it can offer. It’s a step towards a more efficient,accessible,and environmentally friendly future.Policymakers, conversely, should ensure robust protections for user data and promote digital literacy to ensure that everyone can take full advantage of this new system. This is not just a technological upgrade, but a way to enhance our overall quality of life.
Time.news Editor: Thank you, Dr. Ricci, for sharing your expertise with us. We look forward to seeing how this digital evolution unfolds!
Dr. Elena Ricci: Thank you for having me! It’s an exciting time for digital innovation, and I’m eager to see its positive impact on society.
