Rostelecom plans to enable self-registration in the EBS through the Biometrics application. This application was released in 2018. Now only those who have submitted casts (this is a snapshot of a face and a voice sample) at the bank or the MFC can work with it. This year Rostelecom plans to add a new service to the application’s functionality – remote delivery of biometrics. The company “Vedomosti” was told that now this proposal is being considered by the FSB and the Federal Service for Technical and Export Control (FSTEC).

“High-risk services that can now be obtained through the application by handing over biometrics at the bank – opening an account, depositing, applying for a loan – will not be available by self-registration,” said the operator’s representative. It is not yet clear what exactly the biometrics that has entered the EBS through the application will allow. “The list of services will be determined by a separate regulatory legal act,” explained Rostelecom.

The use of biometric identification technologies will significantly simplify the receipt of various online services, including public services, says the representative of the Ministry of Digital Science: “The EBS can be used for remote exams, for passing transport control at airports, for confirming the right to free travel on public transport or paying for travel.”

The EBS was launched in 2018.The system and its services are not yet particularly popular: as of February 2021, about 164,000 Russians were registered in it, said the first deputy chairman of the Bank of Russia Olga Skorobogatova at the annual meeting of credit institutions with the leadership of the Bank of Russia.

The Ministry of Digital Science expects to turn the tide by increasing the number of biometric casts of citizens in the EBS to 70 million (which is equal to the number of confirmed profiles on the Gosuslugi.ru portal) in less than two years – by the end of 2022, Kommersant previously reported.

For these purposes, it is necessary to make the process of submitting impressions more accessible.

“In theory, such an approach – self-submission of biometrics through an application – can increase the number of people submitting casts, but in practice there are not enough scenarios that really motivate clients to use biometric authentication,” says Dmitry Shepelyavy, director of IT consulting at PwC Russia. “People don’t open deposits and start working with a new bank every day, and most of the financial services are already available to existing customers through fairly advanced Internet banking applications.”

Almost all the largest Russian banks are developing their own biometric databases, and today, as a rule, they are more popular and trusted with clients than the EBS. For example, Sberbank has already collected data from several million customers, VTB – more than 130,000.

Banks cannot yet actively use the EBS, because 164,000 samples for the all-Russian system are very few. “Many credit institutions do not even plan to integrate the EBS into their processes yet,” says Natalia Rakova, head of consulting services for companies in the financial sector of KPMG in Russia and the CIS. – The ability to submit biometrics “from home” should encourage people to more actively register in the system, as they are accustomed to this technology within the framework of using a smartphone, for example, when activating a device using a fingerprint or scanning a face, and thus it will not be perceived by them as something dangerous and unusual. “

At the moment, commercial organizations do not see any clear advantages for their business in connecting to the EBS, but they see serious financial costs and risks associated with data protection, says Karen Kazaryan, an analyst with the Russian Association for Electronic Communications: “I doubt that the FSB will ultimately allow Rostelecom »Use the application for taking biometrics. The principle of operation of an application tied to a biometric database is not much different from payment systems, when a bank card is replaced by a smartphone, says Sergei Golovanov, chief expert at Kaspersky Lab: “It is important when creating such software to build on cybersecurity”.

It is quite difficult to provide the possibility of forming biometric samples of the required quality using an arbitrary mobile phone, Druzhinin notes: “Not everything depends only on the technical characteristics of the devices, it is also important to ensure good illumination and the absence of extraneous noise in the room: the better the biometric samples, the less the likelihood of false positives and the work of recognition algorithms is more efficient ”.
