Italy, Biden and the destiny of the Mediterranean. Sapelli writes

To return to a realistic foreign policy, Joe Biden’s United States must wrest post-Merkel Germany from its destiny as a land power and revive Italy’s vocation in the Mediterranean. That’s how. The comment by Giulio Sapelli, historian and economist of the State University of Milan

The Indo-Pacific is the new field of the asymmetrical exercise of future power and in those waters the only way to prevent the trap of Thucydides of the twentieth century will emerge, that is the analog world war of unprecedented power, or to surround China with a growth of the whole of Asia, which, some forget, does not depend only on the demographic power of the Middle Empire.

To do this, the United States must abandon the unipolarity of the Clintons and Bushes, drunk on the neocon anti-realist theory of the students of Leo Strauss, and return to realist theory and practice in foreign policy. Joe Biden and its Secretary of State Antony Blinken (fed by European and Francophone culture) begin to move towards this new archetypal point of world domination.

But this junction implies two objectives to be pursued with decision and intelligence superior to today’s median: to reconstitute a relationship with Russia that does not throw it, as it happens today, into the arms of China, and to tighten European powers of all sizes around NATO, thus overcoming Brexit where it is needed, that is, in the thalassocratic dislocation of power relations.

These two objectives have conditioning corollaries, namely that while one works to achieve them and while they are achieved they become more and more necessary. The first of them is to snatch Germany from its destiny as a land power that drags all of Europe out of the seas to cede them to China along with secular deflation. And here a few steps forward seem to be taking place: in August Dutch, German, French and British naval combat units (one per nation to demonstrate, without provoking) will parade not in the Taiwan Strait but still in those very hot seas and will mark the the beginning of a possible and effective military bridge between Australia, India and Japan, as well as the European potential never expressed as a function of roll back anti-Chinese. A true Copernican revolution.

The second of these objectives is to put a stop to the crumbling of the Italian presence in the Mediterranean Atlantic lake whose security will be – with the Sicilian channel – the condition thanks to which Europe will be able to escape from the secular Teutonic Ordoliberal deflation, being able to pursue reconstruction of Mesopotamia and that saving economic, diplomatic and cultural partnership with the African bourgeoisies that are becoming autonomous from post-colonial extractive capitalism.

It is no coincidence that in this perspective the Italian-French treaty that was sanctioned by Mattarella’s recent visit to France is so important. In addition to the fact – of which by now very few educated among the uncultivated can grasp the symbolic meaning of the neo-Risorgimento out of any nationalist rhetoric – that the Great History thus returns to its place and the Count Camillo Benso Count of Cavour e Vittorio Emanuele they can continue in heaven to write themselves in French, this treaty is important because it signals the Italic impossibility to stand alone the commitment of mutualisation of the debt and of the PNRR.

But how – we will ask ourselves – why defend ourselves from aid? And instead we must not only defend ourselves but also fight, because in the dynamics of anti-pandemic capitalist centralization the bonds of debt do not cease to operate, as shown by the warnings of the tenors of the so-called “frugal countries” (sorry for the vulgarity of language). And as the history of the Risorgimento teaches us, up to the unfortunate turning point of the overthrow of the historic European alliances that national unity made possible, French external support – and what support in an anti-Austrian function there was then! – was crucial.

A long time – I will be told – has passed. It is true: but history never passes and as Vico taught us it returns. Always come back.
