“Italy grows together with work”, this is the intervention in Book of Facts 2024 of the Minister of Labor and Social Policies Marina Calderoneauthor of the contribution present in the volume now in its 34th edition.

“We are experiencing a phase of change in the economy and in work which requires politics to strengthen and improve the ability to seize opportunities,offer solutions and plan the future with a far-reaching vision.
The recovery of the Italian economy has contributed to a strong growth in demand for labour: employment is increasing, setting one record after another for the number of employed people and a reduction in unemployment, and also encouraging signs regarding the strategic targets represented by women and by young people. Our task is not to miss the opportunities that arise, but also and above all to face the challenges.
To manage the effects of the relationship between demographic decline and public spending, we must not be satisfied with excellent employment results, supported by a series of incentive and work support measures. We must rather try to get closer to the other strong economies of Europe, France and Germany, which historically have a higher percentage of employed people than ours.
To do this we are investing heavily in the skills of those looking for work and those who work. We do this together with the regions and the social partners through the resources of the GOL program financed by the PNRR, and the use of community funds. The big issue today (and tomorrow) that unites us with countries like Germany is the mismatch or misalignment between the number of jobs requested by companies, and available, and the shortage of workers with the right qualifications.
To create the jobs that exist - and grow the jobs of tomorrow – we must train the unemployed, update the employed and orient young people towards training, particularly technical, capable of guaranteeing stable and well-paid work. We must exploit this phase of economic growth and the generational transition, of epochal proportions, which will involve millions of Italians with the retirement of the boomers.
From good, quality work, which is our beacon in line with the constitution, everything depends: safety, fair pay, productivity, competitiveness of businesses. To achieve this we have focused on active employment policies and not on subsidies as an end in themselves, which keeps people in conditions of poverty and exclusion.
we support families with objective fragility, even with an extension of protection and a more considerable allowance, we push for training and accompany anyone who has the possibility to work. A necessary paradigm shift, the results of which will be seen over time. As politics must look forward and never backward.”

calderone: absolutely. Italy is grappling with a demographic decline that affects our workforce and public resources. A robust employment rate is beneficial, but we cannot rest on our laurels.To catch up with stronger economies like France and Germany, we need to improve employment rates further. This includes focusing on upskilling our workforce and ensuring that our labor market aligns with the qualifications companies require.
Editor: You referenced the GOL programme and its role in enhancing skills.Can you explain how this initiative functions and its anticipated impact on the labor market?
Calderone: the GOL program,financed by the PNRR and supported by community funds,aims to address the skills mismatches we currently face. By elevating the capabilities of job seekers and current employees, we are investing in our human capital. The goal is to prepare workers for the jobs available today and in the future, especially as we anticipate a generational transition with the retirement of older workers.

Calderone: Our approach is focused on active employment policies rather than mere subsidies. By addressing these factors, we can enhance productivity and the competitiveness of our businesses considerably.
