On November 20, the socialist municipal group gave a conference announcing the presentation of an appeal before the Superior Court of Xustiza of Galicia, alleging irregularities in the credit modification (4P/2023) used for the acquisition of buses. The mayor, Gonzalo P. Jácome, rejected the accusations, emphasizing that the modification was carried out in a transparent manner and with the approval of the Plenary Session, supported by favorable reports, including that of municipal intervention.
“… the budget amendment 4P/2023 is not about any shed nor circumvented any administrative procedure”, in response to Mr. Barquero, socialist councillor. And he clarifies that “this amendment provided an extraordinary credit from the remaining treasury through the corresponding authorization of the Plenary and with all the favorable reports, including that of the municipal intervention”

Jácome denied any relationship between the agreement with Ourense CF and the budget modification, highlighting that it was not used to finance municipal contracts. The contracts to supply diesel buses were awarded in 2022 with funds legally assigned in 2021 and incorporated in 2022. The expiration of the budget item due to the failure to complete the execution of the contract motivated the modification 4P/2023, validated by the Plenary on November 13.
The mayor expressed his surprise at what he considers a lack of rigor from the socialist group, especially considering the financial experience of J. Ángel Barquero, professor of Business Sciences and Tourism and former councilor. He also questioned the ignorance of the file on the part of María Fernández, in charge of intervention in another provincial municipality.
