jpnn.com – Japan’s cabinet has approved a draft law (RUU), to regulate smartphone app stores to promote easier market access for third-party developers.

This step is in an effort to challenge the duopoly of the technology industry giant, Apple Inc. and Google LLC.

The bill would require dominant smartphone operating system providers to allow entry into app stores and third-party payment systems to increase competition.

Under the new regulations, service providers who do not comply with the provisions will be subject to a fine of 20 percent of domestic revenue.

These violations and their penalties can be increased by up to 30 percent if the malpractice continues.

The new penalty is more than three times the penalty under the existing antitrust law, which imposes a levy of six percent on revenue earned through anticompetitive practices.

Minister of Consumer Affairs Hanako Jimi said that smartphones have become part of people’s lives and economic activities.
