The Japanese government has mobilized a fund of 4,500,000,000 Ariary to support the Independent National Electoral Commission (CENI) in the framework of the implementation of the presidential election. This financial support will result in the strengthening of electoral logistics through the allocation of rolling stock. Japan will thus grant ten vehicles and one hundred and forty-eight motorcycles intended for the central CENI and its dismemberments.

Given the degree of degradation and/or dilapidation or even in the absence of means of transport at the level of the latter, the Japanese government indicates that it has felt these needs of the CENI in terms of transport in the execution of certain operations relating to the preparation and supervision of the presidential election of 2023.

It is therefore essential that this body responsible for organizing the elections and its branches have adequate means of transport for carrying out activities within the framework of the electoral process.

“The CENI and its branches, in carrying out monitoring activities, will be more operational and will gain in mobility thanks to means of transport more adapted to local conditions. At the same time, they will ensure the smooth running of all operations, both electoral and for the annual revision of the electoral list as part of local and regular monitoring,” says Abe Koji, Ambassador of Japan to Madagascar.

This support from Japan comes in addition to the support from France, Germany and the European Union through the basket-fund of the project “Strengthening of electoral and democratic processes in Madagascar”. The CENI therefore remains optimistic about the continuation of activities related to the electoral cycle and especially in the organization and preparation of the upcoming presidential election.

The year 2023 is to be put in the annals of the history of democracy in Madagascar, by the presidential election, which will be held respectively on November 09, for the first round and on December 20 for the second round. A great challenge for the CENI, since it will face major challenges to carry out the periods before, during and after the elections.
