This is to exclude illegal immigrants who visit Japan from visa-exempt countries and are denied entry, but then continue to stay by abusing refugee status applications, etc. The Japanese government aims to introduce it by 2030 based on the Electronic System for Travel Authorization (ESTA), which was introduced by the United States for counter-terrorism purposes.

Visas required for foreigners visiting Japan are issued after examination by local Japanese embassies and other institutions upon reporting the purpose of stay, etc., but 71 countries and regions have been exempt from visas for short-term stays such as tourism.

However, in Japan, there are still many cases of illegal stays by people who visit Japan without a visa under the pretext of tourism. As of January of this year, out of the 49,801 short-term residents who are staying illegally, more than 28,000 came from visa-exempt countries. Sankei reported that there are also cases of people abusing the refugee recognition system, which allows people to avoid forced repatriation if they apply, even if they are subject to forced repatriation.

Accordingly, the Japanese government plans to have foreigners from visa-exempt countries report their purpose of entry and place of stay online in advance, and if there are concerns of illegal stay, the government will not issue an entry visa and will instead allow them to obtain a formal visa.

Also, a system that requires airlines to transmit the names of foreign passengers to the immigration office will be implemented within this year, and the names of foreign passengers with criminal records, etc. will be compared against a “blacklist” and those with suspicious records will be transmitted to the airline so that they can refuse boarding.
