TOKYO, April 27, 2024 – Japan and Britain are bolstering cooperation on cybersecurity and securing vital resources, a move widely seen as a response to china’s expanding regional influence. This collaboration aims to fortify economic defenses against evolving global threats.

Strengthening Ties Amidst Geopolitical Shifts

A new cyber partnership and focus on critical minerals signal a deepening alliance between Japan and the UK.

“We live in a time when geopolitical,economic and technological shocks are literally shaking the world,” British Prime Minister Keir Starmer stated, underscoring the urgency of these strengthened ties. His overnight visit to Tokyo came after reaching an agreement with Chinese president Xi Jinping to pursue a long-term “strategic partnership.”

The move comes as Japan navigates increasing tensions with China, particularly following comments by Sanae Takaichi regarding potential Japanese involvement in a scenario involving Chinese military action against Taiwan, the self-governing island claimed by Beijing.

Cybersecurity Takes Center Stage

During a joint news conference, Starmer and takaichi announced a new cyber strategic partnership designed “to improve our cybersecurity to protect our economy.” Japan has been actively strengthening its cybersecurity infrastructure in response to growing vulnerabilities, especially as it increases military spending and collaboration with the U.S. and other allies.

Beyond cybersecurity, the two countries are prioritizing supply chain resilience, particularly concerning critical minerals. Takaichi emphasized “it is indeed urgent for the like-minded countries to work together” to address growing concerns about export restrictions on these essential resources.

What are Critical Minerals?

What constitutes a ‘critical mineral’? While 17 elements are classified as rare earth minerals, the U.S. government currently identifies 50 minerals as critical, encompassing resources vital to both economic prosperity and national security.

Japan, relying heavily on its treaty alliance with the United States, is diversifying its security partnerships, including strengthening ties with Australia and britain, amid uncertainties regarding Washington’s long-term regional commitment. As major trading and defense partners, Japan and Britain will collaborate on diversifying supply chains for critical minerals and supporting a free and predictable multilateral trade system, including expanding the Comprehensive and Progressive Agreement for Trans-Pacific Partnership and collaboration with the EU.

“I hope to elevate Japan-British relations even higher,” Takaichi concluded, signaling a commitment to a stronger, more collaborative future.
