On this day, Governor Kim Young-rok told Minister of Health and Welfare Cho Gyu-hong, “I am grateful to Jeonnam for its great interest in the project despite difficult financial conditions and for providing great support, such as issuing a government statement on the establishment of a national medical school,” adding, “Laying the foundation for Jeollanam-do to take a great leap forward.” “We also ask for active support in resolving local issues.”
In particular, regarding the establishment of the Jeollanam-do National Medical University, he said, “In accordance with the government’s request, we are preparing to select a government-recommended university through a ‘public contest’ to fairly and reasonably collect the opinions of the residents, and we will report the selection results in September or October.” It was proposed to allocate ‘200 students for the new Jeollanam-do National Medical University for the 2026 school year’ in the college entrance examination implementation plan in May.”
In response to this, Minister Cho Kyu-hong responded, “We will conduct a comprehensive review considering all matters related to medical issues.” Regarding the selection of government-recommended universities through a ‘contest’ prepared by South Jeolla Province, he said, “We just need to proceed as the President and Prime Minister said.”
Governor Kim Young-rok also said regarding the Jeonnam Province-City/County 318 Birth Allowance, “Even under difficult conditions, we have decided to promote this project to break the ultra-low birth trend and make Jeonnam a good place to have and raise children,” adding, “We will work proactively and promptly to ensure that the project proceeds as planned.” “Please discuss the social security system,” he said.
He then requested a revision to the ‘Basic Act on Social Security,’ saying, “Please allow local governments wide discretion in matters related to policies to respond to low birth rates, such as encouraging births and raising children, in social security system consultations.”
In relation to this, Minister Cho Kyu-hong said, “The Low Birth Rate and Aging Society Committee is preparing groundbreaking measures, so it would be good if Jeonnam Province also takes note of this.” He added, “We will positively review the social security consultation on birth allowance proposed by Jeollanam-do as soon as possible, and especially Jeonnam Province. “We will give priority to areas with a high rate of population extinction,” he said.
Regarding allowing public health doctors to work on-call, Governor Kim Young-rok suggested, “Please actively cooperate to allow public health doctors operating in the region to work flexibly and utilize them as on-call workers at night and on public holidays only at emergency medical institutions in vulnerable areas.”
In response, Minister Cho Gyu-hong responded, “I agree with the need to expand the on-call work of public health doctors in areas vulnerable to emergency medical services. This is a matter that requires comprehensive review, including revision of laws, and we will actively review Jeonnam Province as a pilot area first.”
