Jeonbuk Special Self-Governing Province, Achieves National ‘Best’ Award in Livestock Quarantine Best Practice Evaluation

Jeonbuk Special Self-Governing Province has achieved the feat of winning the ‘Best’ award nationwide in the livestock quarantine best practices evaluation. Jeonbuk Special Self-Governing Province was selected as the ‘Best’ local government nationwide in the 2024 Local Government Livestock Quarantine Best Practices Evaluation conducted by the Ministry of Agriculture, Food and Rural Affairs.

This livestock quarantine best practice evaluation was conducted by an external evaluation team comprised of related organizations to strengthen objectivity and transparency, targeting 16 local governments across the country. The evaluation items consist of 26 items, including quarantine best practice and performance evaluation for major livestock diseases over the past year.

Although highly pathogenic AI and lumpy skin disease occurred in the past year, the province received high marks for promoting quarantine activities aimed at preemptive prevention, bold on-site quarantine, institutional improvement, and active support. A closer look at the details shows that preemptive prevention included mass vaccination of deer against foot-and-mouth disease (the only one in the country), quarantine mobile education for livestock farms (10 times), virtual quarantine training (2 times), and strict aftercare for quarantine-vulnerable farms. Bold on-site quarantine also stood out, with key contents including early lumpy skin vaccination through mobilization of veterinarians, capture of wild boars using thermal volcano drones, restrictions on breeding at duck farms, expanded operation of disinfection facilities and control posts, and active collaboration with relevant departments (disaster, health departments, etc.). We also carried out activities such as promoting the legalization of animal carcass disposal facilities through institutional improvement and active support, discovering new projects tailored to the field (5 projects, 510 million won), providing differential support to each farm reflecting participation in quarantine, and eliminating culling burial sites through the use of mobile heat treatment.

As a result of these quarantine activities, the province has achieved remarkable results, including no foot-and-mouth disease outbreaks for 7 consecutive years, the highest antibody formation rate in the country (96.0%), no African swine fever outbreaks, and the shortest-ever end to the highly pathogenic AI outbreak (13 days).

Kim Jong-hoon, Vice Governor for Economic Affairs, said, “This evaluation is very meaningful in that it objectively recognizes the excellence of the livestock quarantine policy being promoted by the Jeollabuk-do Autonomous Province,” and added, “We will continue to do our best to make the Jeollabuk-do Autonomous Province a leader in livestock quarantine.”
