Jeonbuk Special Self-Governing Province Governor Kim Kwan-young emphasized central and local cooperation in the Opportunity Development Special Zone. At the ‘Central and Local Cooperation Meeting on Opportunity Development Special Zones’ chaired by the Prime Minister, Jeonbuk Special Self-Governing Province Governor Kim Kwan-young emphasized the need for special privileges granted to special zones and emphasized cooperation between the central and local governments, such as holding joint briefing sessions.
The Jeonbuk Autonomous Province announced on the 28th that it attended the ‘Central-Local Cooperation Meeting on Opportunity Development Special Zones’ held at the Prime Minister’s Residence in Sejong. The meeting, chaired by Prime Minister Han Duck-soo, was attended by the heads and vice heads of eight metropolitan cities and provinces designated as opportunity development special zones: Jeonbuk, Busan, Daegu, Daejeon, Gyeongnam, Gyeongbuk, Jeonnam, and Jeju.
The meeting was held to share future plans for revitalizing the special zone, including a plan to expand inheritance tax reductions for mid-sized and small businesses that relocate to the opportunity development special zone, and to strengthen cooperation between the eight local governments and government ministries.
On this day, heads and vice heads of organizations representing the eight metropolitan cities and provinces held a performance to encourage companies to actively relocate to the regions, holding pickets with regional dialects written on them, such as △I will treat you the best (Jeollabuk-do), △Thank you, thank you (Busan), △If you come here, you will become rich (Gyeongsangnam-do), △I will treat you very well (Jeollanam-do), and △I will treat you well (Jeollanam-do).
The city and provincial governors who participated in the meeting explained the special features and strengths of each regional special zone, gathered opinions on strengthening cooperation between the central and local governments, and requested great interest from businesses.
Jeonbuk Special Self-Governing Province Governor Kim Kwan-young said, “A total of 45 companies have promised to invest in Jeonbuk Special Self-Governing Province,” and “These investments are thanks to business-friendly policies such as the one-company-one-civil servant system and the dedicated system for attracting companies.”
Governor Kim emphasized cooperation between the central and local governments in particular, saying, “We need to hold joint briefing sessions with the public, businesses, and the National Assembly to emphasize the need for special measures within the special zone and build national consensus.”
In relation to this, the opportunity development special zone is a region that provides a package of regulatory exemptions, tax and financial support, and improved living conditions for workers to attract large-scale corporate investment to local areas (non-metropolitan areas and some metropolitan areas).
Each city and province attracts businesses, establishes a basic plan, and applies to the Ministry of Trade, Industry and Energy for designation as an opportunity development special zone. The local government committee deliberates and decides to designate the special zone. In June, the government first designated eight cities and provinces as opportunity development special zones: Jeonbuk, Busan, Daegu, Daejeon, Gyeongbuk, Gyeongnam, Jeonnam, and Jeju.
The Jeonbuk Autonomous Province has signed investment agreements worth 1.5 trillion won with 45 companies in total to designate special zones for opportunity development, and on June 25, 880,000 pyeong were designated in four cities: Jeonju, Iksan, Jeongeup, and Gimje, focusing on three specialized industries: bio/health functional foods, mobility, and carbon composites.
