At the ‘2024 Local Tax Collection Best Practice Presentation Contest’, Gunsan City was selected as the best case for ‘Seizure of Solar Power Generation Business’s Electricity Sales Price’. Jeollabuk-do Special Self-Governing Province announced on the 6th that Gunsan City’s ‘Seizure of Solar Power Generation Business’ case was selected as the best case at the ‘2024 Local Tax Collection Best Practice Presentation Contest’.

This competition was participated by 14 cities and counties in the province, and 6 cities and counties were finally selected as best practices through written and presentation evaluations. The evaluation items consisted of 50 points for written evaluations such as sustainability and creativity, and 50 points for presentation evaluations including content delivery ability and data composition. Professor Lim Byeong-gi of the Korea Local Tax Research Institute participated in the evaluation to help with objective evaluation.

As a result of the competition, 1 grand prize team, 2 excellent teams, and 3 encouraged teams were selected, and the grand prize team was awarded a financial incentive of 1.1 million won, the excellent team 700,000 won, and the encouraged team 500,000 won, as well as a governor’s award.

The ‘seizure of electricity sales proceeds from a solar power generation business operator in Gunsan City, which was selected as a best practice, is a case in which the electricity sales proceeds from a solar power generation business operator who signed a power purchase agreement (PPA) with Korea Electric Power Corporation and was in arrears with local taxes of 500,000 won or more were seized to secure tax claims.

This was carried out in Gunsan City from April to August of this year, and is characterized by the seizure of debts by making Korea Electric Power Corporation a third-party debtor. In addition, seizure notices for solar power generation operators in other cities and counties are also in progress.

The Excellence Awards went to Gochang-gun’s ‘Active Tax Payment Obligation Designation and Collection of Delinquent Taxes’ and Jinan-gun’s ‘Collection Efforts through Post-Management of Suspension Amounts’.

The Encouragement Awards went to Gimje City’s ‘Collection through Expansion of License Plate Enforcement Activities’, Muju County’s ‘KakaoTalk Tax Arrears Guidance and One-Click Payment System’, and Buan County’s ‘Information Management, the All-Purpose Key to Tax Arrears Collection’. In particular, the case of Muju County received attention for providing convenience to tax delinquents by allowing them to view their tax arrears status and make payments anytime, anywhere through KakaoTalk.

Gunsan City and Muju County’s best practices are scheduled to participate in the ‘2024 Local Finance Award Best Practice Presentation Contest’ hosted by the Ministry of the Interior and Safety.

Jeonbuk Special Self-Governing Province Tax Administration Division Chief Lee Hee-seung said, “I would like to thank the public officials who have worked hard to expand self-financing resources and collect overdue local taxes, and I hope that best practices will be widely spread through this competition.”

Meanwhile, after the presentation, debt collection expert Jang Gwi-seok provided training on tracking hidden financial assets and long-term uncollected real estate delinquency disposal, thereby supporting capacity building for city and county debt collection officers.
