Jeonbuk Special Self-Governing Province’s policies are made together by the residents. Jeonbuk Self-Governing Province has begun to improve the structure of the Jeonbuk Living Empathy Policy Participation Group, which leads residents’ participation in policies, in order to operate it more effectively.

Jeonbuk Special Self-Governing Province announced on the 11th that it will promote various changes in the ‘Jeonbuk Lifestyle Empathy Policy Participation Group’ (hereinafter referred to as the ‘Participation Group’) in order to constantly discover small but valuable life empathy policy ideas that residents can sympathize with.

The ‘Life Sympathy Policy Participation Group’ is a system selected and operated by the Ministry of Public Administration and Security to discover and propose policy ideas that can help citizens resolve inconveniences in their daily lives, and to contribute to improving people’s happiness through sharing and volunteer work.

Jeonbuk Self-Governing Province plans to dismiss inactive members with no track record of online and offline activities and select new members in order to encourage active policy participation by residents. Applications for new members can be made through Sotong24 until the 15th, and the term ends on February 28, 2025.

In addition, the province plans to provide incentives to participating groups when they propose provincial government issues so that they can more actively propose policies related to provincial government. Accordingly, if you propose a policy related to a provincial government issue, you will receive an Onnuri gift certificate worth 10,000 won regardless of whether it is adopted or not. However, policy proposal participants who were adopted by the Ministry of Public Administration and Security and received incentives worth 50,000 won are excluded from payment.

In addition, the province supports the expenses necessary for the activities of small-scale participation groups in each city and county, such as participation in local policies, volunteer activities, and discussions and meetings related to policy proposals. This is to revitalize the participation group and increase interest by resolving the difficulty of not having a separate budget for each city or county.

Each city and county submits its own activity plan to the province at least two weeks before the activity, and the province reviews the adequacy of each city and county and supports the cost of purchasing supplies needed for various events within 200,000 won per city and county.

In addition, the province, along with cities, counties, and participation groups, plans to actively participate in holding a proposal contest for a new life empathy policy promoted by the Ministry of the Interior and Safety.

The proposal competition is a ‘locally tailored problem-solving project’ in which participating groups and city and county officials form teams to come up with improvement plans that can be reflected in policies.

Jeonbuk Self-Governing Province has been participating in the proposal contest since March, with 9 city and county officials and 44 participants forming 9 teams.

The province selects best practices from the performance reports submitted by each team, and the Ministry of Public Administration and Security selects the top five teams and awards prizes.

Hwang Cheol-ho, head of the Jeonbuk Self-Governing Province Autonomous Administrative Bureau, said, “The little thoughts we feel in daily life will become policy ideas and soon become the foundation for changing the provincial administration.” He added, “We will actively support the 9th Jeonbuk Living Empathy Policy Participation Group so that they can work with passion.” He said.

Meanwhile, the Living Empathy Policy Participation Group started as a housewife monitor group in 2009 and changed its name to the ‘Life Empathy Policy Participation Group’ in 2019.
