Jeonbuk Special Self-Governing Province is opening up the future of the hydrogen vehicle waste fuel cell resource recycling market. Jeonbuk Special Self-Governing Province has been selected for a public offering project that will allow it to commercialize resource recycling such as remanufacturing, reuse, and recycling of waste fuel cells from hydrogen vehicles, which are considered eco-friendly mobility.

Jeonbuk Autonomous Province announced on the 23rd that it had been finally selected for the ‘Establishment of a Specialized Testing and Certification Center for Hydrogen Vehicle Waste Fuel Cell Resource Recycling’ project, which is a public offering project of the ’24th Industrial Innovation Base Construction Project’ of the Ministry of Trade, Industry and Energy.

The “Industrial Innovation Base Construction Project” is a project that supports technological innovation activities of companies by constructing technology development equipment that is difficult for small and medium-sized companies to construct on their own at non-profit organizations such as research institutes and universities.

This will create a new business model for recycling hydrogen fuel cell waste into resources, and it is expected that companies will be able to create another growth momentum by participating in the commercialization.

Since February 2023, Jeonbuk Autonomous Province and Wanju County have formed a consortium with related organizations, including the Korea Testing & Research Institute for Chemical Industry, to plan and construct a testing, certification, and support system for resource circulation (remanufacturing, reuse, recycling) of hydrogen fuel cells.

Afterwards, through thorough preparation for the public offering project, including responding to the demand survey of the Ministry of Trade, Industry and Energy and reflecting it in the national budget of the Ministry of Strategy and Finance, the project achieved the final selection.

This project will be carried out for 4 years and 6 months from July 2024 to December 2028 with a total project cost of 25 billion won in the Techno Valley 2nd Industrial Complex in Wanju-gun.

In addition to the national budget of 10 billion won, the Jeonbuk Autonomous Province and Wanju County will each invest 4.5 billion won in local funds, and the Korea Testing & Research Institute for Chemical Industry, the main organization, will invest 6 billion won in project costs.

The consortium will be led by the Korea Testing & Research Institute for Chemical Industry, and the Woosuk University Industry-Academic Cooperation Foundation, Korea Automobile Research Institute, Korea Institute of Energy Research, Korea New and Renewable Energy Association, and Korea Electrical Safety Corporation will participate, each carrying out a role appropriate to its own characteristics.

The Korea Testing & Research Institute for Chemical Industry is in charge of the evaluation and verification system and technical support as a specialized center and equipment construction manager, the Korea Automobile Research Institute is in charge of reassembled fuel cell analysis, and the Korea Institute of Energy Research is in charge of fuel cell reliability and life prediction development.

In addition, the Korea New and Renewable Energy Association will be in charge of collecting spent fuel cells, establishing domestic standards, and providing education, the Korea Electric Safety Corporation will be in charge of developing pre-use inspection methods for power generation facilities utilizing spent fuel cells, and Woosuk University will be in charge of forming an industry-academia-research network, developing a certification system, and developing international standards.

Through this, it is expected that entry barriers into the spent fuel cell market for small and medium-sized enterprises will be removed, and new business models and related industrial ecosystems will be created, such as utilizing spent fuel cells for emergency generators, uninterruptible power supplies (UPS), and hydrogen construction equipment.

It is predicted that this will lead to the recruitment of local talent and job creation, thereby contributing significantly to the revitalization of the local economy.

Jeonbuk Autonomous Province has already formed an industrial base centered on hydrogen mobility and hydrogen storage and utilization.

In addition to leading hydrogen companies such as Hyundai Motor Company, Doosan Fuel Cell, and Iljin Hysolus, as well as support infrastructure such as the Hydrogen Product Inspection Support Center and ESS Safety Evaluation Center that are being integrated near the hydrogen-specialized national industrial complex, the establishment of this specialized center will strengthen the foundation for supporting the entire cycle of the hydrogen industry and foster it as a key base for completing the circular ecosystem of the hydrogen industry.

Wanju County Governor Yoo Hee-tae said, “I am very pleased that KTR, a clean hydrogen certification test evaluation agency, has established a specialized center in Wanju County through this public offering,” and “Wanju County will continue to further spur the fostering of future new growth industries using the hydrogen industry as a stepping stone.”

Oh Taek-rim, director of the Future Advanced Industry Bureau of Jeonbuk Autonomous Province, said, “Through the establishment of this specialized center, we will contribute to the revitalization of the circular economy of hydrogen vehicle waste fuel cells and establish a new business ecosystem to pursue environmental protection and economic benefits at the same time,” adding, “We will work hard to ensure that Jeonbuk Autonomous Province can establish itself as a key region leading the hydrogen economy in Korea.”
