South Jeolla Province Governor Kim Young-rok is continuing his aggressive steps to secure the major national budget for 2025, including holding a meeting with the Director of the Budget Office of the Ministry of Strategy and Finance on the 1st and meeting with Park Jeong, Chairman of the National Assembly Budget Settlement Special Committee, on the 2nd, at a critical time when the government budget bill is being finalized.
Governor Kim Young-rok met with Budget and Accounts Committee Chairman Park Jeong on this day and explained three policy suggestions and 10 key national treasury projects, requesting active support.
Governor Kim Young-rok said in an interview, “Jeollanam-do is at a crossroads between the crisis of regional balanced development and population extinction and an opportunity,” and “Please take a good look at this budget, as it is absolutely necessary to complete regional balanced development and resolve the population extinction crisis.”
In particular, regarding the establishment of the South Coast Comprehensive Development Agency, he said, “The development work on the South Coast is divided among several ministries, so there is a lack of connectivity between projects,” and emphasized, “Please make efforts to enact the ‘South Coast Development Special Act,’ which will serve as the basis for the establishment of the South Coast Comprehensive Development Agency to systematically promote development projects on the South Coast, such as SOC, tourism, and the ocean.”
Regarding the establishment of the Jeonnam Special Self-Governing Province to overcome the crisis of local extinction, he said, “The crisis of extinction is becoming a reality, with the population of Jeonnam expected to fall to 1.8 million in March of this year,” and “In order to realize an era of happiness in Jeonnam where people gather, please make efforts to enact the ‘Special Act on Jeonnam Special Self-Governing Province to Overcome the Crisis of Local Extinction’.”
In addition, we requested support for solving current policy issues such as the establishment of the Jeollanam-do National Medical College, and for the following key national treasury projects for next year: ▲Establishment of the National Gim Industry Promotion Agency and Dried Gim Logistics Complex ▲Establishment of an AI-based advanced livestock industry convergence valley ▲Human resource development and content production support for the establishment of K-Disney ▲Relocation of Mokpo Station railway facilities.
Governor Kim Young-rok emphasized the expansion of future SOC in the Honam region, which will be a catalyst for regional economic development and tourism activation, and said, “I am sure the chairman will agree that Jeollanam-do’s road and railway environment is worse than any other region in the country,” and requested, “I request sufficient budget support so that it can become Jeollanam-do’s growth engine as it prepares for the next 100 years.”
In addition, we requested active support so that next year’s national budget is reflected in projects under preliminary feasibility study, such as ▲Gwangju-Wando Expressway Phase 2 ▲Gwangyang (Ⅳ) Industrial Water Supply Project ▲Hwasun-gun Closed Mine Area Economic Promotion Development Project ▲Establishment of the National Maritime and Fisheries Museum.
In response, Park Jeong, the chairman of the preliminary committee, said, “I fully understand the necessity of the current issues in the Jeonnam region,” and “I will carefully review them during the review process to help with regional development.”
In order to resolve local issues, Jeollanam-do plans to continue to communicate and cooperate closely with the ruling and opposition party leadership and local National Assembly members, while doing its best to secure as much budget as possible for the development of Jeollanam-do until the final approval of the National Assembly budget.
