South Jeolla Province Governor Kim Young-rok has urged the design of highways to respond to heavy rain at the township level and foster talent. On the 6th, South Jeolla Province Governor Kim Young-rok urged, “Let’s strengthen the response capabilities of townships and counties in preparation for ‘Dokkaebi Jangma torrential downpours’ where sudden heavy rain falls locally, and let’s design ‘talent fostering highways’ to foster local talent in various fields.”

Governor Kim Young-rok held a policy meeting at the provincial government office’s Seo Jae-pil office this morning and emphasized the need to reexamine the abnormal climate response system and the new millennium talent development project, lay the foundation for designating all 22 cities and counties as education development special zones, and transform the Gimsan industry into a key national strategic industry.

Governor Kim Young-rok said, “On the 5th, some cities and counties recorded 43.9mm of rainfall in Muan and 47.5mm in Jangseong due to sudden rain showers. In particular, 145.0mm fell in Unnam-myeon, Muan, and the hourly rainfall amount also recorded 100mm, showing large differences by region.” He said, “Since unexpected, concentrated downpours without warning can fall in any region due to abnormal weather conditions like this, measure the hourly rainfall at the township level and prepare for it.”

He continued, “Nine athletes from or affiliated with Jeonnam competed in the Paris Olympics and are performing well, winning two gold medals, three silver medals, and one bronze medal. Among them, there was an athlete who was supported as a top talent through the ‘New Millennium Talent Development Project,’ which is very meaningful.” He added, “While investing 100 to 200 billion won in roads and bridges is a given, talent development is just as important. Let’s once again review our performance over the past five years, when we’ve developed 9,177 people, and create a ‘talent development highway.’”

At the Paris Olympics, Nam Su-hyeon (Suncheon City Hall) won a gold medal in the archery team event and a silver medal in the individual event, Ahn Se-young (from Naju) won a gold medal in the badminton singles event, Jeong Na-eun (from Hwasun County Office) won a silver medal in the badminton mixed doubles event, Choi Se-bin (South Jeolla Province Office) won a silver medal in the fencing sabre team event, Lim Ae-ji (from Hwasun County Office) won a bronze medal in boxing, and Kim Min-seop (from Yeosu) passed the preliminary round for the first butterfly stroke in swimming. Among them, three people, including Nam Su-hyeon and Kim Min-seop, received top talent support.

Regarding the selection of the special education development zone, he said, “With 10 cities and counties in South Jeolla Province selected as the second pilot region by the Ministry of Education, the total has increased to 17 cities and counties, the most in the country. Let’s work harder in the future to lay the foundation for all 22 cities and counties to be designated,” and urged, “Please also work hard to designate Mokpo National University and Dongshin University as the joint designation for the second round of global universities.”

Regarding the gim industry, he said, “Last year, the production of processed marine products approached 2 trillion won, achieving first place for the fourth consecutive year, and of this, gim accounted for 61%, at 1.2221 trillion won.” He continued, “However, considering that Jeollanam-do’s gim production accounts for 80% of the nation’s total, but its processed product production accounts for a low 26%, let’s expand the high value-added processing system and promote an international gim industry strategy project, such as fostering the gim industry as a key national strategic industry, like our country’s ginseng and Norway’s salmon in the past.”

Regarding the Jeollanam-do public hearing to select the method of establishing a national medical school, he introduced it as “a procedure to hear opinions from residents on an unusual and large scale, unlike the usual public offering, and the Establishment Method Selection Committee will conduct it in the central region (Naju), western region (Mokpo), and eastern region (Suncheon)” and “it is to humbly listen to and reflect the various opinions of experts and residents.”
