South Jeolla Province Governor Kim Young-rok is putting all his efforts into securing national funds for local urgent projects next year. On the 1st, South Jeolla Province Governor Kim Young-rok held a meeting with the Ministry of Strategy and Finance’s Budget Office Director Kim Dong-il and other budget office directors in Sejong City and strongly requested national funds for local urgent projects next year.

At the meeting that day, Governor Kim Young-rok said, “Despite the difficult financial conditions last year, we were able to achieve qualitative and quantitative growth thanks to the great interest shown in Jeollanam-do’s national treasury projects,” and “I would like to request active support for next year’s national treasury budget so that we can lay the foundation for Jeollanam-do’s great leap forward during this important time of preparing for the next 100 years.”

In particular, regarding the national SOC project in the Jeonnam region in 2025, he emphasized, “SOC, which will be the catalyst for balanced development, requires a distribution of project costs that takes regional equity into account, but Jeonnam’s budget for 2024 is at the lowest level,” and “Please reflect a sufficient budget so that the project can be promoted without a hitch in a timely manner and play a major role in balanced regional development.”

Regarding the establishment of the National Seaweed Industry Promotion Agency and a large-scale dried seaweed logistics complex, he said, “In order to globalize the seaweed industry, which is the number one export item, a national-level specialized research infrastructure that integrates the seaweed industry from research, production, distribution, and export is urgently needed.” He added, “I request active support for the establishment of the National Seaweed Industry Promotion Agency and logistics complex in Jeollanam-do, which accounts for 75% of the nation’s dried seaweed production.”

Regarding the creation of an artificial intelligence (AI) advanced livestock industry convergence valley, he said, “A state-led innovation model is needed to advance the livestock industry, which accounts for 42% of agricultural production,” and suggested, “Actively support the development of an advanced livestock industry hub by building infrastructure in conjunction with the National Institute of Animal Science, which is currently being relocated to Hampyeong, Jeollanam-do.”

Governor Kim Young-rok also proposed key pending projects such as the designation of the nation’s only cultural content industry opportunity development special zone, ‘support for fostering human resources and content production for the establishment of K-Disney’ to spread the appeal of K-content to the world, and ‘establishment of a civilian-only space launch vehicle engine combustion test facility’ to leap forward as a hub for cutting-edge strategic industries and full-scale promotion of the aerospace industry.

In addition, regarding the projects under preliminary feasibility study, we requested early passage of the preliminary feasibility study and reflection of it in the national budget for next year: ▲Gwangju-Wando Expressway Phase 2 (KRW 1.5965 trillion, KRW 1 billion by 2025), ▲Gwangyang (IV) Industrial Water Supply Project (KRW 324 billion in total, KRW 500 million by 2025), ▲Hwasun-gun Closed Mine Area Economic Promotion Development Project (KRW 564.3 billion in total, KRW 12.5 billion by 2025), and ▲Construction of the National Maritime and Fisheries Museum (KRW 144.1 billion in total, KRW 5.5 billion by 2025).

In response, Budget Director Kim Dong-il said, “I fully sympathize with the necessity of the current Jeonnam project, and we will closely review it during the budget review process to ensure that the proposed project budget is reflected as much as possible.”

Meanwhile, as this month is the most important time for the finalization of the government budget plan, South Jeolla Province plans to respond comprehensively to securing national funds by having Governor Kim Young-rok and other department heads visit central government ministries, the Ministry of Strategy and Finance, and the National Assembly.
