The Korea Local Finance Awards is an award given by the Ministry of Public Administration and Security to local governments across the country since 2008 to organizations that have contributed to the development of local finances in areas such as budget reduction, innovation in local subsidy management, and increase in tax revenue. It boasts the highest authority in the field of financial management, discovering and sharing best use cases of local finance.
Jeonnam Province received an award for presenting a systematic and three-dimensional tax investigation on transactions between related parties in an industrial complex under the theme, ‘This is how to conduct a corporate group financial lease investigation in an industrial complex!’
Considering that financial leases are treated as financial assets and financial liabilities in corporate accounting, acquisition tax reporting may be omitted, and internal transactions within the corporate group were identified during the tax audit process, resulting in the collection of KRW 3.5 billion in acquisition tax, receiving high praise. Jeollanam-do proactively responds to the implementation of the Global Renewable Energy 100 (RE100) goal and prepares the ‘Jeollanam RE100/Distributed Energy Activation Basic Plan (draft)’ to attract companies utilizing abundant renewable energy, and held an expert briefing on the 23rd. was held.

The ‘Jeonnam RE100/Distributed Energy Revitalization Basic Plan (Plan)’ is under the vision of ‘Riding on Jeonnam’s sunlight and wind and taking a giant leap toward becoming a global RE100 center’, including ▲Renewable Energy Power Generation Special Zone ▲RE100 Solution ▲RE100 Basic Income ▲Global Expansion of RE100, etc. Two major promotion systems, including 22 strategic tasks in four major fields, re-examination and revision of the four renewable energy laws, and operation of a promotion team. It contains 7 tasks.
The goal is to spread Jeonnam Renewable Energy 100 globally by providing special renewable energy power generation zones to power generation operators in Jeonnam, which specializes in renewable energy, supporting renewable energy 100 solutions for companies, and providing basic renewable energy income to residents.
To this end, the ‘Renewable Energy Power Generation Special Zone’ will continue to promote large-scale renewable energy projects and infrastructure, such as large-scale offshore wind farms, revenue-sharing solar power complexes, and distributed energy specialized areas, based on Jeonnam’s abundant renewable energy, thereby contributing to revitalizing the local economy. We plan to actively support this.
The ‘RE100 Solution’ plans to create a ‘Jeonnam where companies want to come’ by providing differentiated RE100 and distributed energy solutions to companies, such as a renewable energy 100 specialized industrial complex, a renewable energy trading platform, and an RE100/distributed energy activation corporate support center.
‘RE100 Basic Income’ plans to actively introduce and expand pilot projects to raise financial resources to provide basic income from renewable energy to provincial residents, such as the creation of a renewable energy fund and a renewable energy development fund.
‘RE100 Global Expansion’ is a plan to promote Jeonnam’s RE100 achievements to the world by creating a Jeonnam RE100 garden and hosting international events, and to make Jeonnam an RE100 hub visited by people from all over the world.
In order to prepare a revitalization strategy, South Jeolla Province has formed a task force headed by the Deputy Governor for Economic Affairs and participated by relevant departments since last August, and has been working together to identify differentiated tasks. In addition, Jeollanam-do is contributing to the Republic of Korea’s RE100 and distributed energy by preparing and amending the four major renewable energy laws, including the ▲Offshore Wind Power Special Act, ▲Agricultural Solar Power Special Act, ▲National Infrastructure Grid Special Act, and ▲Distributed Energy Act, and directly suggesting them to the National Assembly and the government. We are accelerating the establishment of an institutional foundation to become the center.
Deputy Governor Park Chang-hwan said, “The ultimate goal of Jeonnam’s RE100/distributed energy policy is to overcome the crisis of regional extinction by actively attracting companies to Jeonnam so that talented people can flock and play an active role.” He added, “Based on the country’s No. 1 competitiveness in renewable energy, we will build energy fundamentals.” “We will create a RE100 success story unique to Jeollanam-do that can provide income, create jobs, prevent regional extinction, and promote balanced regional development,” he said.
Jeonnam Province gathered opinions from all walks of life regarding this basic plan (draft) and established the ‘Jeonnam RE100/Distributed Energy Revitalization Basic Plan’ early next year, while holding the ‘Jeollanam-do RE100/Distributed Energy Vision Declaration Ceremony’ early next year to officially announce Jeonnam Province’s RE100 vision.
