Jeonnam Special Self-Governing Province Overcomes Local Extinction Crisis with Special Authority

by times news cr

The Jeollanam-do Special Self-Governing Province is receiving special authority to overcome the crisis of local extinction. On the 3rd, Jeollanam-do Governor Kim Young-rok stated, “Since it is realistically difficult for the Jeollanam-do Special Self-Governing Province to transfer local autonomy authority to the level of the German federal system, we are receiving a lot of sympathy for the fact that we are receiving a certain amount of special authority to overcome the crisis of local extinction.”

Governor Kim Young-rok said this during the September regular meeting held at the provincial government’s Wang In-sil office this morning, “Currently, it is only a nominal local autonomy, and other than electing elected officials, not much has changed. The actual authority should be received from local governments.”

In the case of the offshore wind power project that Jeollanam-do is aggressively pursuing, unlike Jeju Special Self-Governing Province, the governor’s authority to permit power generation projects is limited to less than 3MW, and the expansion of aquaculture farms due to the rapid increase in laver exports is also being attempted with difficulty through logic such as offshore test aquaculture and efficacy testing of new laver activating agents as a result of persistent efforts to suggest to the government. In addition, even if a fatty acid complex is developed, it is called a fatty acid complex, but it is largely blocked by national authority such as agricultural land conversion permits and mountain land conversion permits, according to Governor Kim Young-rok.

On the other hand, the German Federal Senate is composed of representatives dispatched by the state governments, such as the state prime ministers and ministers, so that local governments can participate in the legislative process of the federal government. Among the bills dealt with by the Federal House of Representatives, if they affect the finances and budget of local governments, the consent of the Federal Senate is required. In order for our country to transfer local autonomy authority to the level of the German federal system, the constitution must be amended.

Regarding the voices calling for integration like Daegu and Gyeongbuk, he said, “If integration can be done with broad authority, then it should be done, but it is difficult for local governments to push for it with will alone in a situation where there is no constitutional support for it.” He added, “The goal is to establish a special autonomous province in the first stage, and to obtain true local autonomy in the second stage.”

Regarding the public offering of recommended universities for national medical schools, he said, “In the current situation where fake news is on the rise, it is important to make sure that the residents of the province are properly informed. The provincial government family should be fully aware of it and be able to confidently explain it,” and encouraged them. He continued, “The establishment method committee was established during the public offering process to sufficiently collect the opinions of the residents of the province, and a law firm was involved to check whether the service is properly performed and provide legal advice, which is to ensure fairness. The province will not be involved in creating evaluation criteria in the future either,” and pointed out, “There is no good reason to participate in a government public offering but not in a Jeollanam-do public offering.”

Regarding securing the national budget for 2025, he said, “Despite the government’s ultra-austerity policy, it is very significant that we secured 8 trillion 892.8 billion won by reflecting 47 new projects in the government budget plan,” and “If all departments participate together in the National Assembly’s budget deliberation process in the future, we expect to secure at least 300 billion won more.”

Regarding the passage of the preliminary feasibility study for the Wando-Gangjin Expressway, he said, “Although it was difficult to secure economic feasibility, Jeollanam-do Province’s persistent efforts allowed us to pass the preliminary feasibility study and secure next year’s budget,” and “Jeollanam-do’s SOC projects were on the verge of drastically reducing before other expressway projects, such as the Gwangju-Yeongam Autobahn, began, but fortunately, this project served as a stepping stone and has played a role in continuously revitalizing the local economy.”
