Jincheon-gun recorded the highest increase rate among counties nationwide with an average salary increase of 33.2% for workers. The average salary based on address in Jincheon-gun increased by 33.2% over the past six years since 2016, ranking first among 82 counties nationwide.
According to the National Tax Statistics Portal (TASIS), the average salary of workers based on their addresses in Jincheon-gun increased by KRW 9.26 million, from KRW 27.89 million in 2016 to KRW 37.15 million in 2022. This figure ranks 7th among 229 cities and counties nationwide in terms of growth rate, and it ranked first among the 11 cities and counties in North Chungcheong Province in terms of both the amount of increase and the growth rate. Considering that the national average is 25.1% (KRW 8.51 million increase) and the North Chungcheong average is 25.7% (KRW 8.05 million increase), it can be seen that Jincheon-gun’s growth rate is relatively steep.
The average salary based on the withholding tax base also increased by 9.84 million won, from 32.67 million won to 42.51 million won during the same period, recording a 30.1% increase. In general, if the income based on the address is higher than the withholding tax base, the city is considered to be a bed town with high income levels for local residents or relatively few jobs.
On the other hand, if the withholding tax income is higher, it is reported that there are many quality jobs or a small number of settlers. In the case of Jincheon-gun, both the address and withholding tax income are continuously increasing, so it can be interpreted that both the income of local residents and quality jobs are increasing. In addition, since the withholding tax income is higher than the address income, it can be seen that there are relatively more quality jobs, which shows that Jincheon-gun’s urban growth strategy is effective.
Since Song Ki-seop took over as county governor in 2016, he has been putting all his efforts into attracting investment for excellent corporate locations under the principle that creating quality jobs is the best welfare for residents. As a result, the county has attracted cumulative investment of over 1 trillion won every year for the past 8 years, reaching a cumulative total of 13 trillion won, and it is expected that the county will successfully attract 1 trillion won in investment this year as well.
However, the fact that the income at source is greater than the income at address and that this trend continues can be interpreted as meaning that although there are many quality jobs, there are also many workers who work in Jincheon and commute from other regions. To solve this problem, the county has defined the second half of this 8th local government as the period of regional development 3.0 and announced that it will accelerate qualitative growth based on the quantitative growth it has achieved so far.
As a practical measure, we are spurring various urban development projects and supplying apartments in Seongseok District, Gyoseong District, etc. to provide comfortable living spaces for local settlement. In addition, we are improving the quality of daily life for residents through the recently opened complex community center, K-story creative cluster, comprehensive sports town, Bojae Lee Sangseol Memorial Hall, and Chopyeong Lake, which includes the Mir 309 suspension bridge.
Above all, we are continuously knocking on the doors of the government and related organizations for the early start of the construction of the metropolitan inland line, which will be the new growth engine for the central region of the next 100 years, including Jincheon. The good news is that the county’s efforts to expand residential infrastructure are showing visible results.
In 2016, the number of workers based on the source tax office and the number of workers based on the address was 13,462, which was a significant number of people with a mismatch between their jobs and residences. However, as of 2022, the number will decrease by 2,541 to 10,921, indicating that the population settling in Jincheon is increasing. The county has set a goal of sustainable qualitative development, and it is a plan to do its best to build a high-level residential environment centered on creating quality jobs, including education, medical care, culture, arts, and sports.
Jincheon County Governor Song Gi-seop said, “I see the county’s regional development strategy as positive because it has led to increased wages that determine the residents’ actual standard of living,” adding, “However, there is a significant gap with the county’s per capita GRDP of over 90 million won, so I will focus on devising effective measures to narrow the gap.”
