Jincheon-gun has established the first population department in North Chungcheong Province. Jincheon-gun, which has had the steepest population growth rate among non-metropolitan autonomous local governments in the country for the past several years, has established the first population department in North Chungcheong Province and has begun to implement differentiated population policies.

According to Jincheon County on the 5th, through reorganization on the 1st, the Population Policy Division under the Autonomous Administration Bureau was newly established, and under it were the Population Policy Team, Low Birth Rate Countermeasure Team, Job Team, and Foreigner Team, which will function as a command center encompassing the entire population policy including low birth rate, aging, youth, jobs, foreign workers, and multiculturalism.

The Population Policy Department was newly established to promote differentiated population policies that actively reflect various regional conditions and internal and external environments amid the crisis of local extinction due to a decrease in local population.

Coincidentally, on the 19th of last month, President Yoon Seok-yeol declared a “population emergency” at the 2024 Low Birth Rate and Aging Society Committee meeting held in Seongnam, Gyeonggi Province, under the theme of “Measures to Reverse the Low Birth Rate Trend,” and is currently pushing forward with a “government reorganization plan” that includes the establishment of a “Population Strategy Planning Department.”

That is why Jincheon County’s population policy and new establishment are continuously evaluated as timely and preemptive administration.

Earlier, on the 24th of last month, Jincheon County Governor Song Ki-seop held a press conference to mark the halfway point of the 8th local government and announced the second half vision named Regional Development 3.0.

Regional Development 3.0 is a vision to further accelerate development in each field and establish a performance-oriented military administration system based on the rapid regional economic growth, including the nation’s highest per capita GRDP of 90 million won on average over the past five years, large-scale investment attraction of nearly 13 trillion won over the past eight years, and the highest employment growth rate outside the metropolitan area over the past eight years.

The military has decided that the core of the vision for regional development 3.0 in the second half of the 8th local government will be the strategic promotion of population policy, and will deal with the issue of ‘population’, which is the overall result of regional development and another key growth engine for future growth, as a preemptive policy from a differentiated perspective.

With policy goals such as driving a virtuous cycle of natural population growth, discovering regional role models that are childbirth-friendly, encouraging settlement of workers commuting from other regions, creating a youth-friendly regional environment, creating population-targeted jobs, and a paradigm shift in foreign policy, the government decided to put more effort into youth, low birth rate, and foreigner policies, including jobs.

It also carries out mid- to long-term population growth strategy functions, including the specific plan for the city promotion strategy. In addition, it was decided to further strengthen the function of investigating and analyzing various regional statistics in order to promote systematic population policy.

The county has established a virtuous cycle of population growth that leads to investment attraction, job creation, and improved living conditions, and has maintained the highest population growth rate among non-metropolitan local governments, driving a population increase of 16,300 (23.3%) over the past eight years.

However, in the midst of the worsening problems of low birth rates, aging population, youth alienation, and social and structural environmental changes such as the increase in the proportion of foreign population, the existing population policy is expected to have its limits, and we plan to pursue a strategic population policy with the establishment of the ‘Population Policy Division’ as an opportunity.

Jincheon County Governor Song Gi-seop said, “In order to establish a stable population growth foundation in the era of local extinction, a differentiated and preemptive population policy that suits the characteristics of the region is an essential choice.” He added, “Jincheon County will serve as a testing ground for discovering and promoting diverse and innovative population policies that can be the solution to overcoming the local population crisis, and will strive to present an example of local development.”
